Finance Committee Meeting Minutes
October 8, 2013
A Finance Committee meeting of the Onondaga County Industrial Development Agency was
held on Tuesday, October 8, 2013 at the 333 West Washington Street, Syracuse, New York in
the large conference room on the first floor.
Chairperson Daniel Queri called the meeting to order at 7:47 am with the following:

APPROVAL OF FINANCE COMMITTEE MEETING MINUTES — JUNE 19, 2013
Upon a motion by Mike Allen, seconded by Daniel Queri, the OCIDA Board approved the
Finance Committee meeting minutes of June 19, 2013. Motion was carried.

2014 AGENCY BUDGET
Kristi Smiley stated that the Agency budget before the Board today is slightly different from the
proposed budget reviewed in July. Since then, the OED’s interdepartmental charges, primarily
employee benefit expenses, have increased. She stated that there is about a $5,000 difference
between the draft budget viewed in July and the one before the Board today.
Upon a motion by Mike Allen, seconded by Daniel Queri, the OCIDA Finance Committee
approved a resolution to transmit the 2014 Agency Budget to the full Board for approval.
Motion was carried.

SELF EVALUATION OF THE COMMITTEE
Mary Beth Primo summarized the evaluation.
Upon a motion by Daniel Queri, seconded by Mike Allen, the OCIDA Finance Committee
approved a resolution to transmit the summary evaluation without comment to the Governance
Committee for review and recommendation to the full Board. Motion was carried.

REVIEW OF CHARTER
Kristi Smiley stated that there are no proposed changes.
Upon a motion by Daniel Queri, seconded by Mike Allen, the OCIDA Finance Committee
approved a resolution to transmit the Committee Charter without comment to the Governance
Committee for review and recommendation to the full Board. Motion was carried.

DRAFT ANNUAL REPORT (2013 FISCAL YEAR)
Mary Beth Primo summarized the annual report.
Upon a motion by Mike Allen, seconded by Daniel Queri, the OCIDA Finance Committee
approved a resolution to transmit the Committee Charter without comment to the Governance
Committee for review and recommendation to the full Board. Motion was carried.
