The Public Hearing of the Onondaga County Industrial Development Agency, held on this day,
Wednesday, March 15, 2023 at the Onondaga County Office of Economic Development, 335
Montgomery Street, Syracuse. New York was called to order at 10:01 AM by Public Hearing
Officer Nancy Lowery.

The Public Hearing was conducted regarding the application and project described as follows:
Access to Videoconferencing as Permitted Under Open Meeting Law
NOTICE IS HEREBY GIVEN that a public hearing pursuant to Section 103-a of the New York
Public Officers Law (being part of Article 7 of Public Officers Law, known as “Open Meetings
Law”) will be held by the Onondaga County Industrial Development Agency (the “Agency”).
Public Hearing Date and Time: March 15, 2023 at 10:00 A.M.
Public Hearing Location: Onondaga County Office of Economic Development, 335 Montgomery
Street, Syracuse, NY 13202

The public hearing is being held in connection with the following matter:

PUBLIC HEARING WITH RESPECT TO ALLOWING ACCESS TO
MEETINGS BY VIDEOCONFERENCING AS PERMITTED UNDER
OPEN MEETINGS LAW.
Chapter 56 (Part WW) of the Laws of 2022 of the State of New York added Section 103-a to the
Public Officers Law (the “Videoconferencing Law”) to allow members of public bodies to
participate in meetings by videoconference from a location that is not accessible to the public so
Jong as certain conditions are met. Pursuant to the Videoconferencing Law, prior to the Agency
authorizing the use of videoconferencing to conduct its meetings, the Agency, among other things,
must hold a public hearing pursuant to the Videoconferencing Law with respect to said
videoconferencing and the Agency must establish written procedures that will govern the use of
videoconferencing to conduct its meetings.
The Agency will at the above-stated time and place hear all persons with views in favor of or
opposed to the Agency’s use of videoconferencing to conduct its meetings in accordance with the
Videoconferencing Law. If you do not want to participate in the hearing, but would like to watch or

Public Hearing Officer Lowery asked if anyone had any comments in favor of the proposed project.
There were none. She then asked if anyone wanted to speak in opposition to the proposed project.
There were none. Public Hearing Officer Lowery then asked if anyone wanted to make any general
comments about the proposed project. There were none. The Public Hearing Officer also noted no
written comments had been received as of March 15, 2023. Comments are kept on file and
available for public viewing at 335 Montgomery Street, Floor 2M, Syracuse, New York.
The notice for Public Hearing has been read. The opportunity for comments for and against the
proposed project has been noted. There being no further business, Public Hearing Officer Lowery
closed the hearing at 10:04 AM.
