Superintendent Mr. Bryne began with a few updates reminding everyone SUPERINTENDENT’S REPORT that Memorial Day weekend is extended two days for students and staff -
May 22"™ and May 26" for unused snow days. There was an error on the
calendar and the last four days of school are half days. He also mentioned
that the district made a page on the website last year to meet the candidates
for the election of the Board of Education and the new candidates will be
listed in a couple of days. A final reminder that this is an outstanding time
of year to get out for concerts and other events. Athletic events, the District
Art show, Scholarship night and the Olympiad is scheduled for next week.
Business Administrator Jennifer Woody gave an update on the 2026-2027 BUDGET PRESENTATION Budget. The list of impacts for this years’ budget include: Liability Insurance, Gas and Electric, Fuel/Diesel, Inflation, Health Insurance, ERS/TRS Increases, Contractual obligations and Athletic Officials. A Budget Summary of proposed cost of $54,008,437 up 3.15% from last years $52, 360,444. A budget graph showing the 3 - part budget: Program Component: Represents 68.2% and includes expenses related to instructional personnel & programs, pupil transportation, co-curricular activities and athletics. Capital Component expenses related to operation and maintenance of the districts& facilities, debt service, and employee benefits. Administrative Component expenses related to the Board of Education, Central Administration, Instructional Supervision, Finance, Legal Services and Central Services. Positions include: 2 — Teaching Assistants, JCB English Teacher, 1 — Math through attrition/teacher transferred to EJD, MAM Teacher (TOSA) for Skills In Motion (General Fund) new position of MAM Behavioral Specialist, EID Science Teacher replacement (new since last BOE Meeting), MAM Special Education replacement, and Teaching Assistant for a need for a student and a MAM PE Teacher replacement for a retirement in the Fall. Capital Outlay Project: NYS annual program that allows schools to complete up to $100,000 in small-scale capital construction work with the benefit of receiving State Building Aid in a single following year. Project Details: Districts can complete up to one project up to $100,000 each year, Funding Focus: For the 2026-2027 school year, PCSD has earmarked this funding to update heating controls and ventilation at EID Middle School. The work is aided at 87%. For 2025, the District used its capital outlay to install signage at MAM Elementary School. The District is requesting to purchase (4) Buses based on bus replacement plan. (3) 66- passenger buses, and (1) 28 passenger handicapped bus. Replacing: 2017 Blue Bird Bus 150,496 miles, 2017 Blue Bird Bus 133, 500 miles, 2018 International 132,178 miles, 2018 International 127,668 miles. 2026-2027 — Foundation Aid — currently 2% Save (Hold) Harmless assumption. Expense based aid ratios — budgeting current aid revenues, Tax Levy 1.5 % increase ($269,298), Use of Fund balance $650,000, 2025 Budget Amount $534, 568, Use of Reserves $687, 970, Utilizing Retirement Reserves (ERS) and Teachers Retirement Reserve, Reserves were not utilized for 2025-2026 budget. Proposition #1 — Budget $54, 008,437, Proposition #2 Bus purchase $735, 435, Proposition 3 — Library Levy ($4,526 in addition to the current annual appropriation of $165, 515 for a total of $171, 041, Proposition #4 — Project Reserve fund for Capital Improvements for $10,00,000.
