CLAY — The Planning Board moved forward with development plans for a Byrne Dairy store and a Seneca Savings bank branch during its regular meeting on Nov. 19, while a proposed gas station and shopping center on Route 31 was tabled to address traffic and landscaping concerns. The board, led by Chairman Russ Mitchell, approved site plans for the Byrne Dairy project at 7190 Buckley Road and the Seneca Savings project at 5332 State Route 31. Both approvals passed with 6-0 votes following public hearings and environmental reviews. **Byrne Dairy and Seneca Savings Get Green Light** The board approved the site plan for Sonbyrne Sales, Inc., doing business as Byrne Dairy, for the Buckley Road location. The project, presented by Christian Brunelle, received a "negative declaration" under the State Environmental Quality Review Act (SEQR), meaning the board determined the project would not have a significant adverse environmental impact. The approval is contingent upon the developer receiving written approval for driveway access and project lighting from the Onondaga County Department of Transportation before a Certificate of Occupancy is issued. Similarly, the Seneca Savings project, located on State Route 31, was approved unanimously. Jesse Plumley of Plumley Engineering represented the applicant. The board also issued a negative SEQR declaration for this project, approving the site plan based on maps dated from March through October 2025. **Mirabito Shopping Center Continued** A proposal for a Mirabito Shopping Center at 5566 State Route 31 was adjourned until Dec. 10, 2025, following a lengthy presentation and discussion about traffic flow and site safety. Matt Napierala of Napierala Engineering presented a revised PowerPoint detailing changes made in response to previous board comments. Key changes included shifting the gas station canopy for better circulation, separating drive-thru exit paths, adding parking, and incorporating pedestrian access from Route 31. Despite these changes, Chairman Mitchell and board members expressed lingering concerns regarding the configuration of the ingress and egress points. "I was surprised that NYS approved the ingress/egress configuration," Mitchell said, according to the minutes. Napierala noted that the design geometry is intended to prevent illegal movements and that the applicant is still working with the state Department of Transportation. Board members also questioned how the landscaping would impact visibility for drivers, specifically regarding "crabapple trees" and whether snow removal operations might destroy vegetation planned for a steep bank. "The trees could struggle on a steep bank," said board member Jim Palumbo, expressing concern that plows might damage the greenery. Board member Michelle Berton requested a copy of the circulation pattern discussed in the presentation and asked for signage to be addressed to direct traffic near the bank and Dunkin’ Donuts areas. **Other Business** In other business, the board approved a site plan for Wetzel Properties, LLC (Emerald Lawn Care) at 4663 Wetzel Road. Pat Reynolds, representing the applicant, stated that all changes requested by the board, including County septic approval, had been completed. The project received a 6-0 vote. Two cases involving John E. Fisher Construction Co., Inc. on Wetzel Road were adjourned to Jan. 14, 2026, and a zone change referral for Sharkey’s on Oswego Road was adjourned to Feb. 11, 2026. The next Planning Board meeting is scheduled for Dec. 10, 2025, at Town Hall.
