OCIDA works with organizations such as Empire State Development, the Manufacturers Association of Central New York, Centerstate CEO, Onondaga Community College, the Syracuse Airport, the Port of Oswego, local towns and many other partners. We are available to help advance your project!
Financial Incentives:
construction/investment phase of the project.
2. Payment in Lieu of Tax Schedule: A fixed schedule of payments that replaces County, Town and School District property taxes. This schedule of payments is less than what the company would otherwise pay.
3. Mortgage Recording Tax: A 75% abatement of the Mortgage Recording Tax. Only applicable if mortgage financing is utilized.
Financial Incentive Approval Process:
1. Financial incentives require approval by the OCIDA board.
2. Meetings are held monthly.
a. Each project is required to attend two meetings. At the first meeting the project is described by the applicant and the board considers authorizing a public hearing regarding the financial assistance requested.
b. At the second meeting the board considers the financial assistance requested. 3. After approval by the OCIDA board there is a closing. At the time of closing the
applicant receives Sales and Use Tax Abatement documents and the PILOT is filed with the appropriate town.
