Onondaga County Industrial Development Agency Regular Meeting Minutes December 10, 2013 The regular meeting of the Onondaga County Industrial Development Agency was held on Tuesday, December 10, 2013 at the 333 West Washington Street, Syracuse, New York in the large conference room on the first floor.
Board member Victor Ianno called the meeting to order at 8:00 am with the following:

Motion was carried.
TREASURER’S REPORT Kristi Smiley gave a brief review of the Treasurer’s Report for the months of November 2013. Upon a motion by Lisa Dell, seconded by Janice Herzog, the OCIDA Board approved the Treasurer’s Report for the month of November 2013. Motion was carried.
PAYMENT OF BILLS ~ SCHEDULE #370 Kristi Smiley gave a brief review of the OCIDA Payment of Bills Schedule #370. Upon a motion by Janice Herzog, seconded by Mike Allen, the OCIDA Board approved the Payment of Bills, Schedule #370 with General Expenses being $$15,680.97. Motion was carried.
The Conflict of Interest Statement was circulated and there were no comments. TIME WARNER CABLE — SEQR AND INDUCEMENT Kristi Smiley stated that there were no comments at the public hearing.
Mike Allen asked what a Type 2 action is. Tony Rivizzigno stated that Type 2 are things that really have no significant environmental impact. He stated that there is a list of them that are in SEQRA law.
Upon a motion by Lisa Dell, seconded by Mike Allen, the OCIDA Board approved a resolution adopting a negative declaration for the Time Warner Cable Inc. project located in the Town of DeWitt as a Type II action with no significant adverse environmental impact. Motion was carried. Tony Rivizzigno stated that the agreement is signed and set to go.
Upon a motion by Janice Herzog, seconded by Jessica Crawford, the OCIDA Board approved an inducement resolution for a straight lease transaction for a project consisting of the build out and installation of furniture and fixtures for the purposes of creating a multi-functional center to deliver Time Warner Cable’s suite of Business Class Services in the Town of DeWitt. Motion was carried.
Tony Rivizzigno stated that the County is doing a bridge repair over railroad tracks on Willis Avenue and they need a temporary easement for the purposes of placing the crane to lift the steel. He stated that it is a temporary easement and once the steel is in place, the crane leaves and so does the easement. He stated that it is financially funded by the federal government and the result is a donation letter. He stated that the value of the temporary easement is not worth very much money but if the donation letter is done it will save the County some money. He stated that it is basically for the federal government.
Mary Beth Primo stated that the only thing she was worried about was protecting the Agency from any liability. Tony Rivizzigno stated the Agency will be protected.
Lisa Dell asked what the donation is. Tony Rivizzigno stated that the Agency is giving the easement without charging for it.
Upon a motion by Janice Herzog, seconded by Lisa Dell, the OCIDA Board approved a resolution authorizing the Executive Director to execute a temporary easement and donation letter to the County of Onondaga to facilitate bridge rehabilitation project on Willis Avenue in the City of Syracuse. Motion was carried.
Upon a motion by Mike Allen, seconded by Janice Herzog, the OCIDA Board adjourned the meeting at 8:08 am. Motion was carried.
