Onondaga County Industrial Development Agency Regular Meeting Minutes June 12, 2014 The regular meeting of the Onondaga County Industrial Development Agency was held on Thursday, June 12, 2014 at the 333 West Washington Street, Syracuse, New York in the large conference room on the first floor.
Chairperson Donna DeSiato called the meeting to order at 8:00 am with the following:

Julie Cerio, Office of Economic Development Kristi Smiley, OCIDA, Secretary & Treasurer Karen Doster, Recording Secretary, Agency Linda McShane, Office of Economic Development Tony Rivizzigno, Gilberti Law Firm Jeff Murry, Carpenter’s Local 252 Donna DeSiato welcomed Pat Hogan who is replacing Mike Allen whose term expired. APPROVAL OF REGULAR MEETING MINUTES — May 20, 2014 Upon a motion by Lisa Dell, seconded by Daniel Queri, the OCIDA Board approved the regular minutes of May 20, 2014. Motion was carried.
TREASURER’S REPORT Kristi Smiley gave a brief review of the Treasurer’s Report for the month of May 2014. Upon a motion by Victor Ianno, seconded by Lisa Dell, the OCIDA Board approved the Treasurer’s Report for the month of May 2014. Motion was carried.
PAYMENT OF BILLS — SCHEDULE #374 Kristi Smiley gave a brief review of the OCIDA Payment of Bills Schedule #375. Upon a motion by Daniel Queri, seconded by Lisa Dell, the OCIDA Board approved the Payment of Bills, Schedule #375 with General Expenses being $9,927.26. Motion was carried.
The Conflict of Interest Statement was circulated and there were no comments. LAKESIDE SYRACUSE, LLC — TERMINATION Tony Rivizzigno stated that this is a project that the Agency entered into in 1992 with an installment sale agreement and PILOT agreement. He stated that the PILOT agreement ended in April of this year and they would like to terminate the installment sale agreement. He stated that this is a resolution to terminate the agreement.
Upon a motion by Victor Ianno, seconded by Daniel Queri, the OCIDA Board approved a resolution authorizing the execution and delivery of certain termination documents with respect to the 79 megawatt natural gas fired cogeneration project. Motion was carried. YMCA OF GREATER SYRACUSE — MORTGAGE LIEN Tony Rivizzigno stated that the documents are basically a consent. He stated that the YMCA is building another facility in Lysander and the Agency did a deal with them in 2003 for the Town Center in Fayetteville. He stated that because the Agency was involved in that transaction and presently still are, the Agency’s name is still on title. He stated that they are taking a second mortgage and they need the Agency’s consent because we are in title.
Upon a motion by Victor Ianno, seconded by Lisa Dell, the OCIDA Board approved a resolution authorizing the execution and delivery of certain documents by the Onondaga County Industrial Development Agency on behalf of the YMCA of Greater Syracuse. Motion was carried. Pat Hogan asked how much they borrowed. Tony Rivizzigno stated that he believes $20,000,000. Upon a motion by Lisa Dell, seconded by Victor Ianno, the OCIDA Board approved a resolution to enter into executive session at 8:07 to discuss a contract issue. Motion was carried. (Janice Herzog arrived at meeting during executive session.) Upon a motion by Lisa Dell, seconded by Victor Ianno the OCIDA Board adjourned the meeting at 8:53 am. Motion was carried.
