Onondaga County Industrial Development Agency Regular Meeting Minutes February 4, 2014 The regular meeting of the Onondaga County Industrial Development Agency was held on Tuesday, February 4, 2014 at the 333 West Washington Street, Syracuse, New York in the large conference room on the first floor.
Chairperson Donna DeSiato called the meeting to order at 8:15 am with the following:

Motion was carried.
TREASURER’S REPORT Kristi Smiley gave a brief review of the Treasurer’s Report for the months of December 2013 and January 2014.
Upon a motion by Janice Herzog, seconded by Michael Allen, the OCIDA Board approved the Treasurer’s Report for the months of December 2013 and January 2014. Motion was carried. PAYMENT OF BILLS — SCHEDULE #371 Kristi Smiley gave a brief review of the OCIDA Payment of Bills Schedule #371. Upon a motion by Jessica Crawford, seconded by Janice Herzog, the OCIDA Board approved the Payment of Bills, Schedule #371 with General Expenses being $304,870.69 and PILOT payments to the Town of Cicero for $58,607.43, Town of Clay for $83,387.09, Town of DeWitt for $163,287.79, Town of Elbridge for $75,626.55, Town of Lysander for $89,937.00, Town of Manlius for $135,658.87, Town of Onondaga for $2.87, Town of Salina for $82,412.30, Town of Skaneateles for $28,200.13, Town of Van Buren for $35,730.00, Central Square Schools for $52,435.03, $578,598.50, Jamesville DeWitt Schools for $92.39, Jordan Elbridge Schools for $399,011.27, Liverpool Schools for $938,038.19, Lyncourt Schools for $328,192.60, North Syracuse Schools for $404,456.24, Skaneateles Schools for $158,254.95, West Genesee Schools for $182,836.00, Onondaga County for $1,108,118.90 and City of Syracuse for $1,432.39. Motion was
carried.
The Conflict of Interest Statement was circulated and there were no comments.
ROCKTENN — SOLVAY, LLC — PILOT Mary Beth Primo stated that since the last time this was discussed, staff was asked to verify with the company that local labor was used on this particular project. She stated that there had been an issue with a separate project that RockTenn had underway. She stated that staff did verify that only local labor was used as defined by our policy. She stated that the Board is being asked to approve a PILOT that follows the Agency’s basic PILOT forrnula.
Martin Golden stated that RockTenn appreciates OCIDA’s approving this. He stated that this is a big venture for RockTenn as a whole because it is the first in quite some time that they actually built a building from ground zero. He stated that this is a big opportunity to improve their footprint here in Syracuse and in the Northeast. He stated that they did use local labor and want to make sure they comply with the Agency’s regulations. He stated that they appreciate the vote. Mike Allen commented that he is troubled by the issue of undocumented workers at the RockTenn facility. He asked for an explanation.. Martin Golden stated that he does not have the particulars of that issue today with him but with regards to local hiring from different individuals that may have been hired outside of RockTenn, they don’t have control of that issue. John Klucsik stated that his understanding is that the Federal Authorities were in search of a particular person with a warrant that had nothing to do with construction at the site. He stated that in the search for that individual they discovered that there were other workers on the site whose paperwork was not in order. Upon a motion by Lisa Dell, seconded by Daniel Queri, the OCIDA Board approved a resolution approving the financial terms of the Payment in Lieu of Tax Agreement between RockTenn-Solvay LLC and the Agency for its boiler house located in the Town of Geddes. Michael Allen opposed. Motion was carried.
AGRANA FRUIT US INC. — PILOT Mary Beth Primo stated that the Agrana project is moving along beautifully and they expect to be operational in March. She stated that they are anticipating a ribbon cutting ceremony in May. Donna DeSiato asked what the anticipated number of employees will be. Mary Beth Primo stated 120.
Mary Beth Primo stated that the PILOT is a 20 year negotiated PILOT with the Company. She stated that staff worked with the assessor and the company, and all parties are in agreement. Upon a motion by Daniel Queri, seconded by Jessica Crawford, the OCIDA Board approved a resolution approving the financial terms of the Payment in Lieu of Tax Agreement between Agrana Fruit US Inc. and the Agency for its manufacturing facility located in the Town of Lysander. Motion was carried Upon a motion by Mike Allen, seconded by Janice Herzog, the OCIDA Board adjourned the meeting at 8:27 am. Motion was carried.
