Onondaga County Industrial Development Agency Finance Committee Meeting Minutes July 17, 2018 A Finance Committee meeting of the Onondaga County Industrial Development Agency was held on Tuesday, July 17, 2018 at the 333 West Washington Street, Syracuse, New York in the large conference room on the first floor.

Chairperson Victor lanno called the meeting to order at 8:01 am with the following:

Julie Cerio, OCIDA, Executive Director Nate Stevens, Treasurer Karen Doster, Recording Secretary Brian Bartlett, Office of Economic Development Quante Wright, Office of Economic Development Genevieve Suits, Office of Economic Development Halee Beebe, Office of Economic Development Andre Douglas, Office of Economic Development Tony Rivizzigno, Barclay Damon Amanda Mirabito, Barclay Damon Law Firm Connie Cahill, Barclay Damon Susan Stanczyk, OCIDA Board Member Kevin Ryan, OCIDA Board Member Jennifer Granzow, Wladis Law Firm Ken Bush, Onondaga County Legislature Christopher Bianchi, Syracuse City School District Rick Moriarty, Post Standard APPROVAL OF FINANCE COMMITTEE MEETING MINUTES — OCTOBER 2, 2017 Upon a motion by Steve Morgan, seconded by Patrick Hogan, the OCIDA Finance Committee approved the Finance Committee meeting minutes of October 2, 2017. Motion was carried.

REVIEW OF PROPOSED OCIDA 2019 BUDGET AND 2019 COUNTY CONTRACT

EXPENSE

Nate Stevens stated this is the first draft of the budget. He stated the draft is always submitted to the Finance Committee in July of every year and in October it is finalized. He stated the board votes on it at the October meeting. He stated if anyone has any questions over the next couple months we can go over it and get the final ready for October. Patrick Hogan asked Nate Stevens to go over the office expenses. Nate Stevens stated the variance for the 2017 actuals to the 2018 budget for office is paying for the office operations. He stated that is with 2 other boards as well. He stated the most of the 2019 budget is the same as the 2018 budget and those that changed are because of 2017 history. Steve Morgan asked what would fall under the Other Op Expenses. Nate Stevens stated those were for 2017 actual and the office did a service contract for 12,500 and work with FTZ. He stated those were increases from 2017 and were built into the budget. Upon a motion Steve Morgan, seconded by Patrick Hogan, the OCIDA Board approved a resolution to transmit the 2019 Agency Budget to the Board for approval. Motion was carried. Upon a motion by Patrick, seconded by Steve Morgan, the OCIDA Board adjourned the meeting mia ( Chao | Julie A. Cerio, Executive Director at 8:04 am. Motion was carried.
