Onondaga County Industrial Development Agency Finance Committee Meeting Minutes July 23, 2019 A Finance Committee meeting of the Onondaga County Industrial Development Agency was held on Tuesday, July 23, 2019 at the 333 West Washington Street, Syracuse, New York in the large conference room on the first floor.
Patrick Hogan called the meeting to order at 8:01 am with the following:

Upon a motion by Steve Morgan, seconded by Patrick Hogan, the OCIDA Finance Committee approved the Finance Committee meeting minutes of October 9, 2018. Motion was carried. (Victor Ianno arrived at meeting.)
Nate Stevens stated the budget is done in 2 approval phases. He stated it is first brought to the Finance Committee in a draft form and then the draft is transferred to the OCIDA Board. He stated the OCIDA Board votes to approve in October when the County budget process is complete. He stated this is the draft for this year and if there are any thoughts or comments between now and October it can be changed. He stated the biggest change is that the Onondaga County administrative expense is increasing due to a decrease in other grant funding. Steve Morgan asked if the search optimization work is in the marketing budget line. Nate Stevens stated we can fund this work in a couple of different places.
Patrick Hogan asked if North Salina Street is still budgeted. Nate Stevens stated the Agency has $10,000 budgeted mainly because we have to keep up insurance.
Patrick Hogan stated until we have a determination. Nate Stevens stated yes. Patrick Hogan stated Hiawatha Boulevard is declining. Nate Stevens stated yes. Patrick Hogan asked what the determination on the State with Hiawatha is. Robert Petrovich stated that is in the state of flux right now because originally had a plan to segment the site and part would be cleaned up by the IDA and part would be cleaned up under the Super Fund. He stated right now we are in negotiations with a potential end user wanting the entire property. He stated based on their schedule and elements of the deal, it may be to our advantage and the County’s advantage to skip going through Super Fund and doing it all under the Brownfield Program to make the project happen. He stated the DEC is in the loop on it and they understand we are trying to figure this out. He stated it should be figured out in the next 60 days. He stated it looks promising but too early to make a final decision.
Upon a motion by Steve Morgan, seconded by Patrick Hogan, the OCIDA Finance Committee approved a resolution to transmit the 2020 Agency Budget to the Board for approval . Upon a motion by Patrick Hogan, seconded by Steve Morgan, the OCIDA Board adjourned the meeting at 8:05 am. Motion was carried.
