Governance Committee Meeting Minutes February 15, 2024 A Governance Committee meeting of the Onondaga County Industrial Development Agency was held on Thursday, February 15, 2024, at 335 Montgomery Street, Floor 2M, Syracuse, New York.
Kevin Ryan called the meeting to order at 8:30 AM with the following:

Petrovich, Executive Director Nate Stevens, Treasurer Svetlana Dyer, Secretary Karen Doster, Recording Secretary Alexis Rodriguez, Assistant Treasurer Jeffrey Davis, Esq., Agency Counsel Amanda Fitzgerald, Esq., Agency Counsel APPROVAL OF GOVERNANCE MEETING MINUTES — January 18, 2024 Upon motion by Fanny Villareal, seconded by Patrick Hogan, the OCIDA Governance Committee approved the governance meeting minutes of January 18, 2024. Motion was carried.
1. Uniform Tax Exemption Policy — The Committee will review and discuss recommending the 2024 revised Uniform Tax Exemption Policy to the full OCIDA Board. Kevin Ryan noted that the action items the committee would be voting on were important as the demand for housing is going to continue to increase, especially with the incoming Micron Technology project. Kevin Ryan also noted that applications for housing projects would be considered on a case- by-case basis in the best interest of the community. Robert Petrovich commented and elaborated on why the fine-tuning of the UTEP is necessary to address the need for all types of housing in Onondaga County. Patrick Hogan and Fanny Villareal echoed the sentiments of Kevin Ryan and Robert Petrovich.
Kevin Ryan read the Committee Action Requested of “The Committee to make a recommendation to the OCIDA Board regarding adoption of the 2024 revised Uniform Tax
Exemption Policy." A motion was made by Patrick Hogan and seconded by Fanny Villareal.
Motion was carried.
2. OCIDA Application Review — The Committee will review and discuss the revisions to the OCIDA Application and make a recommendation to the full OCIDA Board. Robert Petrovich noted that the modifications to the application incorporate the new elements of the housing schedule.
Kevin Ryan read the Committee Action Requested of “The Committee to make a recommendation to the OCIDA Board regarding adopting the revised application." A motion was made by Patrick Hogan and seconded by Fanny Villareal.
Motion was carried. 3.
OCIDA Revised Uniform Agency Project Agreement Review — The Committee will review and discuss the revised Uniform Agency Project Agreement and make a recommendation to the full OCIDA Board.
Kevin Ryan read the Committee Action Requested of “The Committee to make a recommendation to the OCIDA Board regarding adopting the revised Uniform Agency Project
Agreement." A motion was made by Patrick Hogan and seconded by Fanny Villareal. Motion
was carried.
