Pursuant to Resolution 125-2026, I am appointing Monu Chhetri, Peyton Sefick, and Agnes McCray to serve as members of the Onondaga County Accessibility Council. These appointments will require confirmation by the full Legislature at its September 1, 2026, Session.
Additionally, designations to the Onondaga County Accessibility Council have been made pursuant to Resolution 125-2026. Ellen Block has been designated a member of the Council by me, as Chairwoman of the Legislature. Isabelle Harris has been designated to the Council by the County Executive. Kevin Sexton has been designated to the Council in his capacity as Chief Information Officer. Archie Wixson Jr. has been designated to the Council in his capacity as Commissioner of Facilities Management.
All appointments and designations will expire on August 31, 2029. Resumes are attached for your review.

Advocacy, Access, Education & Community Support December 2021 to present
Founder and CEO of Deaf New American Advocacy, Inc. https://www.deafnewamerican.org/, an organization providing community-based education, access, and support for New Americans/refugees in the Syracuse area who have been forced to flee crisis and conflicts at home, live for extended periods in refugee camps, and who would contend with communication access barriers in the process of resettlement. Deaf New American Advocacy, Inc. creates community and belonging for people who are displaced and excluded.
Social programming and services through Deaf New American Advocacy, Inc.
• Provide education and support for Deaf New Americans on human rights, healthcare, education, housing, parenting, and other essential social aspects of wellbeing and health. o See article in Syracuse Post-Standard • Networks and coordinates with government officials to raise awareness about Deaf New Americans as a population with specific contributions and assets as well as access needs. o For example, interpreted in Nepali sign language for weekly pandemic briefings for
Onondaga County, collaborate with New York State Office of New Americans and AAPI, represented Deaf New Americans at the United Nations to support Deaf refugees in collaboration with the UN Convention on Rights of Persons with Disabilities, was recognized for her efforts as an interpreter and advocate through proclamation by Mayor Ben Walsh of Syracuse.
• Works collaboratively with community agencies on fundraising.
• Established a program for tutoring the children of Deaf New Americans, in collaboration with the Northside Learning Center of Syracuse and Engaged Humanities program of Syracuse University.
• Experienced Deaf Interpreter fluent in American and Nepali Sign Language with over 10 years of both consecutive and simultaneous interpretation in the USA and other countries. Provided interpretation access for Onondaga County Executive’s COVID-19 briefings.

Social programming and food security through urban agriculture
• In 2016, helped to develop the Salt City Harvest Farm as a refuge for Deaf New Americans. Organized community members to work twice weekly cultivating vegetables. Coordinated transportation, work schedules, planting and harvest schedules, food distribution, harvest meals. • Established Asha Laaya Farm, a uniquely Deaf New American-led farm growing food and creating community, providing a model of Deaf New American autonomous food production, distribution (to food pantries and through markets), education, and social support.

Agnes says that she is a person with extravagant differences (she has cerebral palsy and uses an electric wheelchair) and is the proud mother of three sons. Agnes received her Associates Degree from Onondaga Community College, her Bachelor s Degree from Geneseo, and her Master s Degree in Special Education and Rehab Counseling from LeMoyne College. Despite her cerebral palsy, Agnes participated on the swim team in high school, and her hobbies in college included skydiving.
Prior to the historic legislation known as the Americans with Disabilities Act, Agnes McCray was a force for change. In 1986, while still a teenager, Agnes was among a group of protesters who chained themselves to Centro buses to demand accessibility. Her involvement in ARISE s Youth on the Move Advocacy group from 1986 to 1991 was just the beginning of an extraordinary life of community action, advocªcy, education, and service. She was active during her teen years in other efforts, including the College for Living at Onondaga Community College. At the age of 19, Agnes accepted an invitation to speak at Grant Middle School about being a person with disabilities.
Agnes understands the importance of civic engagement and meets regularly with elected
officials. Agnes also knows when more than a meeting is required. During the past 11 years, she has participated in more than 300 protests and advocacy trips. One of those protests (and one of her arrests) involved joining with other activists from around the nation to block every entrance to the Capitol building.
One example of the fruits of her local efforts was passage of the Visitability resolution in Syracuse and Onondaga County. She is now working to g«¬ a statewide visitability law passed. Other legislative efforts involve working for passage of the Protection of Income bill, so tenants are not discriminated against based upon their source of income; ADA Title II bill, to ensure access to state and local government (currently only a federal law); and Accessible Taxi bill, to ensure that people with disabilities have access to on demand transportation.
In addition to providing training and guidance for people within the disability community, Agnes makes a difference by training government workers. For the past several years, Agnes has provided training to state workers as well as local workers. She teaches them about the Americans with Disabilities Act and about working with people who have "extraordinary differences". Her training for workers in group homes is a vital part of ensuring that people with physical and intellectual disabilities are protected from
abuse. During the trainings, Agnes also offers guidance on making connections in the community for people with disabilities. Her trainings have been videotaped to be used throughout New York State.

WHEREAS, the members of the Onondaga County Legislature each take an oath to support and
defend the Constitutions of the United States and the State of New York; and
WHEREAS, the Onondaga County Legislature has an obligation to protect the safety and civil
rights of all residents of Onondaga County, including the unimpeded right to vote free from intimidation; and
WHEREAS, 18 U.S.C. § 592 makes it a federal crime for any officer of the armed forces, or any
other person in the civil, military, or naval service of the United States, to order, bring, keep, or have under his authority or control any troops or armed men at any place where a general or special election is held, except as necessary to repel armed enemies of the United States; and
WHEREAS, the Voting Rights Act of 1965 and related state law make it unlawful for any person,
whether acting under color of law or otherwise, to intimidate, threaten, or coerce, or to attempt to intimidate, threaten, or coerce, any person for the purpose of interfering with that person’s right to vote or to assist others in voting; and
WHEREAS, New York Election Law § 8-104(1) prohibits electioneering within a polling place
and within a one-hundred-foot radial measured from the polling place entrances designated by the inspectors of election; and
WHEREAS, the New York State Sensitive Location Protection Act, codified at Civil Rights Law
§ 29, designates a location being utilized as a polling place among the sensitive locations to which access may be denied to any portion of the polling place that is not accessible to the general public to any individual seeking access for the purpose of immigration enforcement absent a court order or judicial warrant; and
WHEREAS, General Municipal Law § 996-a further provides that no municipal government
employee shall grant permission to access or facilitate access to an area of a County-owned facility not accessible to the general public to any individual seeking access for the purpose of immigration enforcement, and further no municipal government or employee thereof shall grant permission to access or facilitate access to a polling location to an immigration authority or employee thereof for the same purposes
where doing so would violate 18 U.S.C. §§ 592 and 595, 52 U.S.C. § 10307(b), or the Fourteenth or Fifteenth Amendments of the United States Constitution; and
WHEREAS, election inspectors administering polling places in Onondaga County retain their

WHEREAS, by Resolution No. 563-1978 and pursuant to the Onondaga County Administrative
Code Section 11.79, this County Legislature established and imposed a schedule of sewer rents for the Onondaga County Sanitary District (“District”), and such schedule imposed sewer rents upon property owners within the District on the basis of a “unit”, using an estimate of 146,000 gallons per year for each such unit; and
WHEREAS, by Resolution No. 118-2025, this County Legislature provided for a new schedule of
sewer rents, redefining a unit using an estimate of 85,000 gallons per year for each such unit; and
WHEREAS, it is now proposed to redefine such unit to use an estimate of 70,000 gallons per year
for each such unit, and the Commissioner of Water Environment Protection has prepared a schedule of proposed sewer rents which would supplant and supersede the current schedule of rents; and
WHEREAS, the proposed schedule has been filed with the Clerk of the County Legislature and
with the clerks of the various towns, villages and the City of Syracuse all within or partly within the District wherein such proposed sewer rents would be effective; and
WHEREAS, the Commissioner of Water Environment Protection of said County, pursuant to the
Onondaga County Administrative Code, held a Commissioner’s Hearing on August 27, 2026, to consider said modification of sewer rents and has prepared and submitted to said County Legislature a Report dated August 27, 2026, duly approved by the County Executive and filed with the Clerk of the Onondaga County Legislature, recommending modification to the existing schedule of sewer rents; now, therefore be it
RESOLVED, that a public hearing be held for the purpose of considering the proposed sewer rent schedule and the Commissioner’s Report and said public hearing shall be held in the Legislative Chambers in the County Court House, in Syracuse, New York, on the 1st day of October, 2026 at 4:00 o'clock P.M. for the purpose of considering the aforesaid matter; and, be it further

WHEREAS, the State has included as part of the construction, reconstruction, and/or improvements
under PIN 3502.04, Contract No. D265702 (Contract 6A), the required relocation of and/or adjustment to the aforementioned Onondaga County sanitary sewers and appurtenances located within the State highway right-of-way, pursuant to Section 10, Subdivision 24, of the State Highway Law, meeting the requirements of the County, as shown on the contract plans relating to the proposed project and addressed in an HC-140 (the “Project”); and
WHEREAS, the service life of the relocated, adjusted, and/or replaced utilities has not been
extended; and
WHEREAS, the State will provide for the relocation/reconstruction/replacement of the

Authorizing and directing to accept financial assistance from the New York State Office of Parks, Recreation and Historic Preservation (“OPRHP”) under the Clean Water, Clean Air, and Green Jobs Environmental Bond Act of 2022, Article 58, Title 5 of the Environmental Conservation Law for the purpose of funding of the Beaver Lake Nature Center Boardwalk Replacement Phase 2.
Note: The County already accepted these grant funds by Resolution No. 170-2025. NYS has requested that this resolution, in this exact format, be adopted by the Legislature, as it includes additional language the State requires to initiate transfer of the grant funds.
OBJECTIVE/ WORK PLAN:
This grant will provide the necessary funding for the completion of Phase 2 of the boardwalk replacement project at the Beaver Lake Nature Center. Phase 2 will replace the remaining five hundred and twenty three feet of boardwalk. Phase 1 was completed in the spring of 2025. The Phase 1 portion replaced two-thousand fifty three feet of boardwalk.

LOCAL LAW NO. ___ - 2026
AS FOLLOWS:
Section 1.
Purpose.
To amend the Onondaga County Charter and the Administrative Code to limit the number of consecutive terms that a person may serve as County Executive, and to limit the number of consecutive terms that a person may serve as County Comptroller.
A local law establishing term limits for the offices of the Onondaga County Executive and the Onondaga County Comptroller was passed by a majority vote of the Onondaga County Legislature at the July 7, 2026 session. The County Executive held a duly noticed public hearing on July 15, 2026 prior to deciding on the local law. The County Executive is of the opinion that the local law was vetoed. The majority of the County Legislature are of the opinion that the local law was approved. These positions are central to the dispute that has been in litigation. The County Executive and the County Legislature were poised to intervene in that litigation. In an effort to advance the best interests of the County and to resolve the dispute, the parties to that lawsuit, the County Executive, and the County Legislature agreed by a
Stipulation in which this Local Law is introduced, voted on by the County Legislature, and presented to the County Executive, to render the prior local law supplanted by this Local Law.
Section 2.
Onondaga County Charter Amendments.
(a) The Onondaga County Charter, being Local Law No. 1 of 1961, as amended, hereby is further amended to add the following final paragraph to Section 301:
Section 301.
THE COUNTY EXECUTIVE; ELECTION; TERM; QUALIFICATIONS.
Notwithstanding any provision to the contrary in this Charter or the Administrative Code, no person shall serve as County Executive for more than three (3) consecutive four-year terms. Years served prior to January 1, 2031 shall not be counted in calculating the number of consecutive terms the County Executive has served. Service for a partial term for County Executive shall not be counted in calculating the three (3) consecutive four-year terms.

(b) The Onondaga County Charter, being Local Law No. 1 of 1961, as amended, hereby is further amended to add the following final paragraph to Section 501:
Section 501.
DEPARTMENT OF AUDIT AND CONTROL; COMPTROLLER; ELECTION;
AUDITOR’S ACT REPEALED.
Notwithstanding any provision to the contrary in this Charter or the Administrative Code, no person shall serve as County Comptroller for more than three (3) consecutive four-year terms.
