Report published 2026-10-21T18:25:52+00:00 UTC. Independently reviewed by an AI agent and approved by the editorial coordinator. Based on the official preliminary budget, budget message and November 4 hearing notice. PDF publication dates are not supplied. The conflicting figures remain unresolved; no budget adoption or confirmed spending cut is asserted.
Clay has posted a 2027 preliminary budget ahead of a November 4 public hearing, but two pages of the new packet give different spending totals for the general fund covering the town outside the village. The documents do not establish which of those figures should govern.[1]
The discrepancy is within the preliminary packet itself. Its summary on physical PDF page 2 lists $2,038,703 in appropriations and other uses for Fund B. The detailed table on physical page 8 (printed page 6), labeled General Fund Appropriations — Town Outside Village, lists $1,802,938 in its 2027 preliminary column. That same detailed table shows $2,038,703 in the adjacent 2027 tentative column.[1]
The difference between the two amounts is $235,765. It should not be treated as a confirmed spending reduction: the summary and detailed preliminary column disagree. The detailed table also lists the Planning Department at $306,601 in the preliminary column, compared with $462,165 in the tentative column; those entries alone do not explain the town's intent or resolve the conflicting totals.[1]
What the published summary says
The preliminary summary continues to list $21,184,546 in combined general and highway appropriations and other uses, $6,398,000 in estimated revenues, $4,250,000 in unexpended fund balance and $10,536,546 to be raised by taxes. Those headline amounts match the town's earlier tentative summary, covered in our October 19 report.[1][2]
They remain the figures printed in the summary, rather than independently reconciled totals. This report does not substitute a recalculated budget, a final levy or an individual tax-bill estimate for the town's documents. The preliminary budget is a proposal before the hearing, not an adopted final 2027 budget.[1][3]
Four budget hearings on November 4
The town's official notice schedules the preliminary-budget hearing for 7:44 p.m. local time on Wednesday, November 4. It says interested people will have an opportunity to be heard.[3]
Three other budget hearings are listed immediately beforehand: proposed special-district budgets at 7:35 p.m., the proposed fire-protection budget at 7:38 p.m., and the proposed uniform-water budget at 7:41 p.m. These are separate hearings; the general-and-highway summary should not be read as an individual household's combined bill for every district.[3]
Residents reviewing the proposal can compare the preliminary packet's summary with its detailed Fund B table, and use the town's original documents and hearing notice to follow any correction or clarification. The budget page retains the tentative versions alongside the newly posted preliminary budget and message.[1][2][3]
