At the REGULAR MEETING of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the September 20, 2021 at 7:30 P.M., there were:

The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the September 8, 2021

Town Board meeting. Motion was seconded by Councilor Meaker.

Ayes – 6 and Noes – 0. Motion carried.

Cancellation and/or requested adjournments.

Correspondence:

Nancy Schilling asked about a clearing on Rt. 31 (north side) near Grange Road, adding that there are tents in the clearing. She said that she had noticed that there is now an address number as well.

Supervisor Ulatowski said that he was not aware of this but will have Code Enforcement look into it. There was a little discussion about where exactly the

location is.

Ute Wood asked what the status was on the sign for Rt. 31 welcoming motorists to the Town of Clay.

REGULAR MEETING OF THE TOWN BOARD – September 20th, 2021 Town of Clay

2 Supervisor Ulatowski reported that the signs have been made and they are waiting for DIG SAFE to clear the location. He continued that there will be four signs that will be on Rt. 31 To the East and West and Morgan Road to the North and South.

REGULAR MEETING:

LOCAL LAW No. 3 of the YEAR 2020 (extension) (PH):

A public hearing to solicit from Town of Clay residents their comments and input for consideration of a six (6) month extension to LOCAL LAW NO. 3 OF THE YEAR 2020 (originally set to expire July 20, 2021, three (3) month extension granted at the June 21, 2021 Town Board meeting). The purpose of said law is to provide for a temporary moratorium against the consideration of any and all applications for solar utility substations, building permits, and other development as yet unpermitted commercial solar energy related requests to allow time for the Town Board to further investigate and study issues related to the development of the Town’s commercial solar policy within defined corridors or areas of the Town, and for the receipt and implementation of formal recommendations for corresponding changes to the Town Code, laws, rules or policy. This law does not apply to existing permitted uses, nor does it apply to individual residential solar installations, and industrial zoned parcels, was opened by the Supervisor; proof of publication and posting was furnished by the Town Clerk.

Supervisor Ulatowski began by stating that the Town of Clay was bombarded by several solar projects at once and decided to further investigate the impact on residents while trying to comply with state mandates. He continued that they have worked diligently and this is a complex project but they have worked out many of the details. Councilor Young, chair of the commission agreed adding that details include setbacks, percentage of the parcel to be developed for solar arrays, noise, lights and removal. Most of the details have been written up; they are just fine-tuning at this point. Supervisor Ulatowski added that they do not think it will take 6 months but they will not be complete by October either.

He concluded by explaining that the Commission is comprised of 3 Town Board members, business owners, planners a realtor and a developer; a good mix.

Supervisor Ulatowski asked if there were any questions or comments; there being none, he closed the public hearing.

Agreement/Authorization - CENTRAL NEW YORK SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS:

Councilor Hess moved the adoption of a resolution authorizing the Supervisor to

enter into an agreement with CENTRAL NEW YORK SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS for the year 2022 in the annual amount of $10,477.08, for all services for the treatment of animals on behalf of the REGULAR MEETING OF THE TOWN BOARD – September 20th, 2021 Town of Clay

3 TOWN OF CLAY, and execute the necessary document therefore. The annual amount remains the same with no increase. Motion was seconded by Councilor Meaker.

Ayes – 6 and Noes – 0. Motion carried.

Policy (A) - Sexual Harassment for the year 2022:

Councilor Meaker moved the adoption of a resolution adopting the Harassment

Prevention Policy, including Sexual Harassment for the year 2022. Motion was seconded by Councilor Pleskach.

Ayes – 6 and Noes – 0. Motion carried.

Adjournment:

The meeting was adjourned at 7:38 P.M. upon motion by Councilor Young and seconded by Councilor Hall.
