The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Bick made a motion to approve the minutes of the March 15, 2021
meeting. Motion was seconded by Councilor Hess.

Supervisor Ulatowski said that the bid for crossing guards will not be awarded pending more information.

Supervisor Ulatowski asked if anyone wished to address the Board on any items not on the agenda.
Uta Wood from Orange Commons said that she had two questions for the Board. Firstly, she asked if the Supervisor had researched a “Welcome to Clay” sign as had been brought up at a past meeting. Her second question was regarding the HOA REGULAR MEETING OF THE TOWN BOARD – April 5, 2021 Town of Clay
2 (Home Owners Association) for Orange Commons. She explained that the HOA is still not in place, adding that several of the residents want to abandon the HOA. Residents paid into it when they first purchased homes six (6) years ago, however, there has been no upkeep or maintenance and no further collection of dues. Some maintenance has been performed by the highway department for the safety of the residents.
There was a brief discussion about the legality of abandonment of the HOA as they are overseen by state government. Legal and Planning and Zoning will look further into this.
The Supervisor said that he had met with the Highway Superintendent and the sign crew regarding the signage entering Clay. They have come up with some designs and the Supervisor asked Ms. Wood to look at the signs at “Project Green” on Black Creek Road and this will be revisited at the next meeting.
Councilor Bick noted that he had seen on Syracuse.com that the former Hinerwadels is on for the next Town Board Meeting, April 19, 2021. Supervisor Ulatowski corrected that the public hearing is not being called for that meeting and the Town has insufficient information at this time to proceed with the application. REGULAR MEETING:
Special Permit (SEQR) – Town Board Case # 1162 – CALLEEN LA DUC:
Councilor Meaker moved the adoption of a resolution that the application of
CALLEEN LA DUC for a SPECIAL PERMIT pursuant to Section 230-13 A. (2) [E] [2] to allow for a dog grooming shop, on land located at 9402 CAUGHDENOY ROAD, BREWERTON, Tax Map No. 041-03-24.1. Requested Special Permit is an unlisted action with a completed EAF and involves no other permit granting agency outside of the Town. The proposed project will not have a significant effect on the environment and therefore does not require the preparation on an EIS. Motion was seconded by Councilor Pleskach.

Councilor Meaker moved the adoption of a resolution approving the application of

3 Bid (Authorization) - TO FURNISH ADULT CROSSING GUARDS for the 2021-2022 SCHOOL YEAR:

Agreement (A) Community Development (Onondaga County):
Councilor Hess moved the adoption of a resolution allowing the Supervisor to
authorize the Town of Clay to enter into a cooperation agreement for the purpose of undertaking essential community development and housing assistance activities of urban renewal and publicly assisted housing for the Wood Glen Manor Road Repair, Phase II, located at Sagamore Drive North, Lance Wood Drive, Hawthorne Drive and Poplar Drive. Motion was seconded by Councilor Bick.
Ayes – 6 and Noes – 0. Motion carried.
Agreement (A) Central New York Regional Planning &Development Board (CNY Pacemaker Trail):
Councilor Pleskach moved the adoption of a resolution allowing the Supervisor to
authorize the Town of Clay to enter into an agreement with Central New York Regional Planning and Development Board for Land Use Planning and Conceptual Site Design Services for the CNY Peacemaker Trail in the amount of $13,500.00 and for Town-Owned Lands located at Erie Canal in the amount of $13,500.00. Motion was seconded by Councilor Hess.

Contract/ authorizing - TOWN OF CLAY LANDFILL POST CLOSURE ENVIRONMENTAL MONITORING PROGRAM:
Councilor Hall moved the adoption of a resolution authorizing the Supervisor to
execute a contract with C & S ENGINEERS, INC., for professional services to be rendered for the year 2021 in compliance with the DEC Regulations for the TOWN
PROGRAM. Said services not to exceed the sum of $23,710. Motion was seconded by Councilor Meaker.
Ayes – 6 and Noes – 0. Motion carried.
Certiorari (A) – 7330 Landsend Road:
Councilor Bick moved the adoption of a resolution authorizing and approving the
settlement of the New York State Supreme Court Tax Certiorari actions (Index Nos. 2015EF3022, 2016EF2806, 006742/2018, 006261/2019, 004334/20 entitled Casual Estates, LLC v. The Assessor of the Town of Clay et. al effecting Tax Map No. 066.- REGULAR MEETING OF THE TOWN BOARD – April 5, 2021 Town of Clay
4 01-44.0 for property located at 7330 Landsend Road in Clay (Madison Village) reducing the assessment from $612,780 to $550,000 for the year 2021, 2022 and 2023. This settlement includes a full waiver of refunds and statutory interest by the Petitioner, in accordance with the terms and conditions as stated in the proposed Stipulation and Consent Order (attached). This resolution also authorizes the Supervisor and Town Attorney to execute any and all documents necessary to complete this matter and for the Town to pay the proportionate share of legal expenses associated with obtaining a professional appraisal. Motion was seconded by Councilor Hess.
