At the REGULAR MEETING of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the 20th of April, 2020 at 7:30 P.M., there were (remotely):

The meeting was called to order by Supervisor Ulatowski at 7:33 P.M. Judy Rios did a roll call; all Board Members were present except Councilor Young.

Supervisor Ulatowski explained that Senator Schumer has put into a bill funding for each County, Town and Village in New York State based upon population for funding reimbursements for expenses associated with the pandemic. He continued that of the 3 million dollars, 148 thousand dollars are earmarked for the Town of Clay; that does not mean that we will receive it as it is based on actual expenses such as masks and other precautionary items.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the April 6, 2020 meeting.

Motion was seconded by Councilor Pleskach.

Ayes – 6 and Noes – 0. Motion carried.

Cancellation and/or requested adjournments.

Supervisor Ulatowski said that all items will be heard tonight. He added that this is our second cancelled Town Board Meeting and respecting the federal and state guidelines the May 4th meeting will follow this same format. The Supervisor said that they are not trying to exclude the public and are not in fact entertaining any public hearing until the public can be present, the meetings consist of basically administrative functions.

Highway/Purchase (A) - TWO (2) 2020 WESTERN STAR 4700SF TANDEM AXLE PLOW/DUMP TRUCKS – EVEREST STAINLESS STEEL DUMP BODY:

Councilor Hall moved the adoption of a resolution approving the purchase of

PURCHASE OF TWO (2) 2020 WESTERN STAR 4700SF TANDEM AXLE

PLOW/DUMP TRUCKS – EVEREST STAINLESS STEEL DUMP BODY FOR USE BY THE HIGHWAY DEPARTMENT for a sum not to exceed Four Hundred Fifty-Six Thousand, Nine Hundred Sixty-Six and 00/100 ($456,966.00) Dollars, under Onondaga County Truck Contract No. 8996. (Contractor - Tracey Road Equipment). Motion was seconded by Councilor Meaker.

Ayes – 6 and Noes – 0. Motion carried.

Bond Resolution - TWO (2) 2020 WESTERN STAR 4700SF TANDEM AXLE PLOW/DUMP TRUCKS – EVEREST STAINLESS STEEL DUMP BODY:

Councilor Hess moved the adoption of a Bond Resolution in the amount of

456,966.00 for the purchase of TWO (2) 2020 WESTERN STAR 4700SF TANDEM AXLE PLOW/DUMP TRUCKS – EVEREST STAINLESS STEEL DUMP BODY FOR USE BY THE HIGHWAY DEPARTMENT. Motion was seconded by Councilor Bick.

Ayes – 6 and Noes – 0. Motion carried.

Highway/ Purchase (A) - PURCHASE OF ONE (1) 2020 JOHN DEERE 333G COMPACT TRACK LOADER:

Councilor Meaker moved the adoption of a resolution approving the purchase of

PURCHASE OF ONE (1) 2020 JOHN DEERE 333G COMPACT TRACK

LOADER FOR USE BY THE HIGHWAY DEPARTMENT for a sum not to exceed Sixty-Nine Thousand, Five Hundred Forty-Seven and 00/100 ($69,547.00) Dollars, under New York State OGS Contract #PC67075. (Contractor - Five Star Equipment). Motion was seconded by Councilor Hess.

Ayes – 6 and Noes – 0. Motion carried.

REGULAR MEETING OF THE TOWN BOARD – April 20th , 2020 Town of Clay

3 Highway/ Purchase (A) - PURCHASE OF ONE (1) FECON MOWER HEAD BH74SS:

Councilor Pleskach moved the adoption of a resolution approving the purchase of

PURCHASE OF ONE (1) FECON MOWER HEAD BH74SS FOR USE BY THE

HIGHWAY DEPARTMENT for a sum not to exceed Twenty-Nine Thousand, Five Hundred and 00/100 ($29,500) Dollars, under New York State OGS Contract #PC67075. (Contractor - Five Star Equipment). Motion was seconded by Councilor Bick.

Ayes – 6 and Noes – 0. Motion carried.

Bond Resolution - ONE (1) 2020 JOHN DEERE 333G COMPACT TRACK LOADER and ONE (1) FECON MOWER HEAD BH74SS:

Councilor Hess moved the adoption of a Bond Resolution in the amount of

$99,047.00 for the purchase of ONE (1) 2020 JOHN DEERE 333G COMPACT TRACK LOADER and ONE (1) FECON MOWER HEAD BH74SS FOR USE BY THE HIGHWAY DEPARTMENT. Motion was seconded by Councilor Meaker.

Ayes – 6 and Noes – 0. Motion carried.

Adjournment:

Prior to closing the meeting the Supervisor asked Legal Counsel, the Town Engineer and the Commissioner of Planning and Development if they had anything to add; they did not.

The meeting was adjourned at 7:42 P.M. upon motion by Councilor Pleskach and seconded by Councilor Bick.
