The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the November 18th, 2019

meeting. Motion was seconded by Councilor Bick.

Ayes – 7 and Noes – 0. Motion carried.

Supervisor Ulatowski said that items 6, 7, 8, 9 and 10 will not be heard. Correspondence:

Supervisor Ulatowski began explaining that longtime resident and former Town Councilor Naomi Bray had passed away. He continued that Mrs. Bray’s dedication to the residents was unmatched and talked about her heartfelt work on the Three Rivers Project. He gave the details for the services; each board member spoke about Naomi’s selfless dedication, the way she worked to preserve the northern portion of REGULAR MEETING OF THE TOWN BOARD – December 2nd, 2019 Town of Clay

2 the town and shape the town as a whole. Kevin Meaker explained that he had only met Mrs. Bray on a few occasions and found her to be respectful and knowledgeable. Councilor Meaker said that he would like to sit this one out and place Naomi’s name plate on the board in respect for her contributions to the Town of Clay. (Councilor Meaker took a seat in the audience and placed Naomi’s name plate in his spot.)

Supervisor Ulatowski then asked if anyone wished to address the Board on any items not on the agenda.

Councilor Pleskach moved the adoption of a resolution cancelling the January 20,

2020 Town Board Meeting and rescheduling same to Wednesday, January 22,

2020 commencing at 7:30 P.M., local time, due to the Martin Luther King Holiday. Motion was seconded by Councilor Bick.

Ayes – 6 and Noes – 0. Motion carried.

Meeting Date Change (A):

Councilor Pleskach moved the adoption of a resolution cancelling the February 17,

2020 Town Board Meeting, due to President’s Day and due to the annual Association of Towns meeting. Motion was seconded by Councilor Hess.

AUDIT – Judicial (2018)(A):

Councilor Hall moved the adoption of a resolution that the Town of Clay does hereby

accept the Judicial Audit of the Town for the Fiscal Year ended December 31, 2018.

Motion was seconded by Councilor Young.

AUDIT – Town (2018)(A):

Councilor Hall moved the adoption of a resolution accepting the Town Audit for the

Fiscal Year ended December 31, 2018. Motion was seconded by Councilor Young.

Special Permit (CPH) – Town Board Case # 1149 - BARRETT PAVING MATERIALS, INC.:

Councilor Hess moved the adoption of a resolution calling a public hearing

December 16, 2019, commencing at 7:41 P.M., local time, to consider the application of BARRETT PAVING MATERIALS, INC. for a SPECIAL PERMIT pursuant to Section 230-17 E. (2) (a) [4] to allow for the expansion of their facility to accommodate recycling, handling, and recovery of concrete, brick, rock, asphalt pavement, and asphalt millings at 4530 Wetzel Road, Tax Map No. 087.-01-04.2. Motion was seconded by Councilor Bick.

Councilor Bick moved the adoption of a resolution calling a public hearing

December 16, 2019, commencing at 7:44 P.M., local time, to consider adding proposed LOCAL LAW NO. 1 OF THE YEAR 2020 to amend the code of the Town of Clay to create new Chapter 230-20 F. titled ‘Small Cell Wireless Deployment Requirements’ and approve the Design Standards to be included in the Town Code. Motion was seconded by Councilor Hess.

Ayes – 6 and Noes – 0. Motion carried.
