The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Bick made a motion to approve the minutes of the May 6, 2019 meeting.
Motion was seconded by Councilor Hess.

Supervisor Ulatowski said that he knew of no requests for adjournments or cancellations.
Correspondence:
The Supervisor said that Legislator Rowley was present to give an update happenings at the County level. Legislator Rowley began by explaining that they passed the bonding for roadwork and some of the roads affected in the Town of Clay are Guy Young, Caughdenoy (part of), Henry Clay Blvd., and Morgan to name a few. 2 Supervisor Ulatowski asked about the 2018 project involving Allen Road re- pavement and installation of sidewalks. He continued that there has been some question about the responsibility of the maintenance of the sidewalks. Councilor Rowley said that it is the responsibility of the homeowner. The Supervisor said that other issues have arisen such as the traffic and parking in front of the school (parents dropping off or picking up children). He continued that he has been in contact with the Principal and they are working to mitigate the problem. There was a discussion about the current construction on Taft Road and how far it will extend.
Louis Hotaling of Caughdenoy Road asked a question about sump pumps and rules and regulations regarding the dispelling of water, adding that a neighbor has filled in the easement and run pipes along the fence. Commissioner Territo said that typically sump pumps are directed to the easement(s). Supervisor Ulatowski said that he would look into it.
Uta Wood asked about any new information regarding the drainage and sinkhole on McNamara Drive. The Supervisor said that the Highway Superintendent will be following up on it. There was a discussion about holding securities until the issues are ironed out and if necessary use the funds to make the necessary repairs. The Supervisor said that Joe Nicoletti and Ron DeTota will make a site visit to evaluate what to do next. Councilor Meaker said that he would like to be involved in that too. Mike LaPoint of Perruggia Lane said that the direction of drainage is an issue in Cherry Estates as well.
LOCAL LAW No. 2 OF 2019 (A) – Chapter 230-11-C –Zoning:
Councilor Meaker moved the adoption of a resolution approving proposed LOCAL
LAW NO. 2 OF THE YEAR 2019 to amend the Town of Clay Code Sections 230-
FACILITY, by lowering the minimum age from 62 and older to 55 years of age and older in all R-SR senior residence districts including the “Intent” language. Motion was seconded by Councilor Hess.

TRAFFIC & VEHICLES (Stop Signs)(PH) – Turtle Cove Road and Stepping Stone Lane:
“TRAFFIC AND VEHICLES ORDINANCE” of the Code of the Town of Clay, SECTION 211-12 ‘STOP INTERSECTIONS,’ described in SCHEDULE IX (§211- 42), of the Town of Clay Municipal Code to designate and add two (2) additional stop signs, in addition to the existing stop sign on Stepping Stone Lane, to be installed on the corner of Turtle Cove Road and Pine Hollow Drive to create a three-way stop, stopping traffic on both Turtle Cove Road and Pine Hollow REGULAR MEETING OF THE TOWN BOARD – May 20th, 2019 Town of Clay
3 Drive; and provide for the installation of the necessary signs therefore was opened by the Supervisor; proof publication and posting was furnished by the Town Clerk.
Supervisor Ulatowski asked if anyone had any questions or comments. Brad Page of Steppingstone Lane said that he was here again in favor of the installation of the additional signs. The Supervisor asked if there were any additional questions or comments; hearing none he closed the public hearing.
Agreement/ Authorizing - STORMWATER AND EDUCATION COMPLIANCE ASSISTANCE PROGRAM:
Councilor Hall moved the adoption of a resolution supporting participation in the
Central New York Regional Planning & Development Board’s year (12)
and authorizing the Supervisor to act on behalf of the Town of Clay and execute any and all documents necessary with regard to said matters. In line with the recommendations of the CNY Stormwater Coalition Finance Committee, the CNY RPDB (Regional Planning & Development Board) has adopted a flat fee structure to simplify the municipal budgeting process. At $3,600.00 per municipality, this rate reflects shared costs for common services provided equally to all participating municipalities regardless of size or population. The funds will be available to the Board no later than January 31, 2020 to complete the project, and a certified copy of this resolution will be prepared and sent to the Board no later than November 30, 2019. Motion was seconded by Councilor Young.

Fire Hydrant(1)(A) - Horseshoe Island Road:
Councilor Young moved the adoption of a resolution approving the installation of a
one (1) fire hydrant to be installed in conjunction with an 8” Water Main Extension on Horseshoe Island Road, and authorizing the Supervisor to execute the OCWA fire hydrant application. Fire Hydrant No. 14522, OCWA Project No. 9003974. Motion was seconded by Councilor Hess.
Ayes – 7 and Noes – 0. Motion carried.
Fire Hydrants(2)(A) - Ravada Hill Apartments, Phase 3:
Councilor Young moved the adoption of a resolution approving the installation of a
two (2) fire hydrants to be installed in conjunction with an 8” Water Main Extension for the Ravada Hill Apartments, Phase 3, and authorizing the Supervisor to execute the OCWA fire hydrant application. Fire Hydrant Nos. 14524 & 14525, OCWA Project No. 9003979. Motion was seconded by Councilor Bick.

Project (sewer) (CPH) RED BARN ACRES DRAINAGE DISTRICT, CONTRACT NO. 2 – LATERAL:
Councilor Bick moved the adoption of a resolution calling a public hearing June 3,
2019, commencing at 7:35 P.M., local time, to consider a petition for the construction and acquisition of a lateral drainage system located within the Town of Clay to be known as “RED BARN ACRES DRAINAGE DISTRICT, CONTRACT NO. 2 – LATERAL,” and for the construction and acquisition of said sewer system therein. Motion was seconded by Councilor Hess.
Ayes – 7 and Noes – 0. Motion carried.
