INDUSTRIAL DEVELOPMENT AGENCY

Regular Meeting Minutes November 14, 2024 A regular meeting of the Onondaga County Industrial Development Agency was held on Thursday, November 14, 2024, at 335 Montgomery Street, Floor 2M, Syracuse, New York. Patrick Hogan called the meeting to order at 8:32 AM with the following:

Robert Petrovich, Executive Director Jeffrey Davis, Esq., Agency Counsel Amanda Fitzgerald, Esq., Agency Counsel Nate Stevens, Treasurer Alexis Rodriguez, Secretary McKenna Moonan, Assistant Secretary Robert Schoeneck, Assistant Treasurer Kevin McAuliffe, Barclay Damon Chris Andreucci, Harris Beach (via Zoom) Carmen Emmi, Homegrown 2, LLC Anthony Mangano, Homegrown 2, LLC APPROVAL OF REGULAR MEETING MINUTES — October 10, 2024 Upon motion by Fanny Villarreal, seconded by Cydney Johnson, the Board approved the regular meeting minutes of October 10, 2024. Motion was carried.

TREASURER’S REPORT Nate Stevens gave a brief overview of the Treasurer’s Report for the month of October 2024. Upon motion by Fanny Villarreal, seconded by Kevin Ryan, the Board approved the Treasurer’s Report for the month of October 2024. Motion was carried.

PAYMENT OF BILLS

Nate Stevens gave a brief review of the Payment of Bills.

Upon motion by Fanny Villarreal, seconded by Elizabeth Dreyfuss, the Board approved the Payment of Bills. Motion was carried.

CONFLICT OF INTEREST DISCLOSURE

A roll call was conducted for the conflict of interest and there were no conflicts.

ACTION ITEMS

1. Homegrown2, LLC (3101-24-06A) Second Meeting — The applicant is proposing to construct a 110-suite extended stay hotel in the Town of Salina. Kevin McCauliffe reiterated the need for hotel rooms in the community, as there is a shortage with the influx of tourists and visitors. Kevin McCauliffe also stated that the super majority of visitors to the hotel will be coming from outside of our economic development area. Robert Petrovich noted that this information was also highlighted in the project application. The importance of OCIDA benefits were discussed for the project. Alexis Rodriguez noted that a public hearing was held on November 1, 2024 and there were no comments.

Patrick Hogan read the Agency Action Requested of “A resolution of the Board authorizing the financial assistance the Agency will provide and the execution and delivery of the documents related to the provision of the financial assistance. Agency benefits requested include exemptions from certain real property taxes, sales and use taxes and mortgage

recording taxes." A motion was made by Kevin Ryan and seconded by Fanny Villareal. Motion

was carried.

2. Engineering Services — Contract Authorization

Robert Petrovich shared that the IDA owns land just south of the Micron site and that it would like to advance with a series of studies that would assist with site programming and development related to that property. The IDA has asked for a proposal from Barton and Loguidice to provide a scope and outline of studies they would conduct to enable site readiness for potential future development. Robert Petrovich stated that the IDA is at a financial decision to execute these studies and that the studies would take place over the coming months to prepare the site for development.

Patrick Hogan read the Agency Action Requested of “A resolution of the Board authorizing a contract with Barton and Loguidice for engineering services to provide planning, environmental, and engineering regarding the White Pine Science & Technology Park." A

motion was made by Kevin Ryan and seconded by Fanny Villarreal. Motion was carried.

3. Review and Acceptance of Committee Evaluations — The Board will review the Governance, Audit, and Finance Committee evaluations.

Patrick Hogan read the Agency Action Requested of “A resolution of the Board to accept the

Governance, Audit, and Finance Committee evaluations." A motion was made by Kevin Ryan

and seconded by Elizabeth Dreyfuss. Motion was carried.

4. Review and Acceptance of Board and Staff Evaluations — The Board will review the Board and Staff evaluations.

Patrick Hogan read the Agency Action Requested of “a. A resolution of the Board to accept

the Board evaluations." A motion was made by Cydney Johnson and seconded by Kevin Ryan.

Motion was carried.

Patrick Hogan read the Agency Action Requested of “b. A resolution of the Board to accept

the Staff evaluations." A motion was made by Elizabeth Drefyuss and seconded by Kevin

Ryan. Motion was carried.

5. Review and Acceptance of Committee Charters —- The Board will review the Governance, Audit, and Finance Committee Charters.

Patrick Hogan read the Agency Action Requested of “A resolution of the Board to accept the

Governance, Audit, and Finance Committee Charters." A motion was made by Fanny

Villarreal and seconded by Kevin Ryan. Motion was carried.

Motion to adjourn made by Cydney Johnson and seconded by Kevin Ryan at 8:41 AM.
