On Monday, December 8, 2025, 29 students from Roxboro Road Middle School, Gillette Road

School District Office to compete in a district-wide spelling bee. The group was welcomed by the Director of English Language Arts (ELA), Dr. Amanda Viel, who with her team coordinated the event.

Thomas Feeney, Jr. commented on the idea of a possible physical education opt out for varsity
athletes.
Mr. Thorne stated that the next scheduled Policy Committee meeting will be held tomorrow
evening via Zoom.
Mr. Crabtree reported that the Legislative Committee met on January 7. He noted there was an
excellent presentation by Don Keegan and Dr. Ward regarding budget assumptions. Ms. Gill spoke about student registration and pre-registration. Mr. Crabtree thanked the students who serve on the committee and shared their perspectives, noting he was pleased that the Superintendent and committee members were able to hear directly from them.
Mr. Crabtree highlighted several upcoming dates, including the NYSSBA Virtual Capital Conference on February 6 from 8:30 a.m. to 12:30 p.m. Mr. Farfaglia encouraged Board members to register, noting that the conference is virtual and free to the District, even if members are unable to attend the entire session.
Mr. Crabtree also noted that the Governor’s State of the State address will take place tomorrow and stated it will be interesting to hear Governor Hochul’s comments related to education in the Executive Budget. He further shared that, at the next Board meeting, the Director of the Central New York School Boards Association will be invited to meet with the Board on February 4.
SUPERINTENDENT Dr. Ward shared that he attended the North Syracuse Junior High School musical production of
School of Rock with his family and described it as a wonderful performance. He also reported that the District hosted a LEGO League competition at Roxboro Road Middle School on Saturday, which was a tremendous success.
Dr. Ward noted that many individuals contributed to making the event successful and specifically recognized Jason Clark, who worked late into Friday evening setting up and arrived at 6:00 a.m. on Saturday, remaining until approximately 7:00 p.m. He stated that hosting the event was a great opportunity for the District and highlighted the excitement and enthusiasm of students participating in robotics-related activities.
Dr. Ward further shared that the event was very well attended, with an estimated 1,000 people
present throughout the day.
Mr. Thorne reported that he attended the Salt City Diving Invitational on Saturday, where
District divers placed first and second and both qualified for the state competition. He congratulated Nate Ornoski and Chris Koegel on their achievements. Mr. Crabtree also spoke about the LEGO League event held on Saturday, noting that it was an OCM BOCES–sponsored event. In addition to teams from Roxboro Road Middle School and Gillette Road Middle School, teams from Cortland, Homer, LaFayette, Jamesville-DeWitt, and East Syracuse Minoa participated. He thanked Jason Clark for hosting the event and acknowledged Dr. Viel for attending, as well as Dr. Cook, Superintendent of OCM BOCES, and several other OCM BOCES administrators. Mr. Crabtree also expressed appreciation to the Roxboro Road Middle School PTG for providing refreshments and noted that he heard only positive comments about the event. Mr. Crabtree shared that he attended an indoor track meet at Onondaga Community College two weeks ago and stated that the District has strong boys’ and girls’ teams with several standout athletes. Additionally, Mr. Crabtree reported that he attended the junior high musical and sat with Dr. Ward and his family. He thanked Mr. Halpin, the director, as well as Mr. Nadler, the custodial staff, staff members, and security personnel for ensuring a safe and successful program.

Ms. Gill shared that Paige’s Pajamarama raised $10,388.70, which she described as an amazing
success. She reported that modified winter sports began last week. Ms. Gill noted that the Festival of Nations will take place on February 4, with additional information to be shared at a later date. She also announced that on February 3, the Principal’s Cabinet will be hosting the Hoops for Hope event benefiting Griffin’s Guardians. Ms. Gill requested that the Board consider donating a basket, as they did last year, which was very well received.
Lastly, Ms. Gill reported that essays for the Optimist Essay Competition are due this Friday for students in grades 8 through 12. She noted that this is a great opportunity for students and that additional information will be forthcoming regarding the oratorical competition.
Mr. Ludden made the motion to approve the Minutes of the Regular Meeting of the Board REGULAR Education on December 15 , 2025. Mr. Farfaglia seconded the motion and it was carried with nine

WHEREAS, the Board of Education (the “Board”) of the North Syracuse Central School District
(the “District”) desires to embark upon a capital improvement project at the District, known as the Roxboro Road Middle School Acoustic Panel Installation Project (the “Project”);
WHEREAS, the District has engaged King & King Architects, LLP (“King & King”) to design the
Project and administer construction;
WHEREAS, the renovation of the greenhouse is subject to review pursuant to the State
Environmental Quality Review Act (“SEQRA”);
WHEREAS, SEQRA requires the designation of a “Lead Agency” to determine whether an
environmental impact statement is required for the project;
WHEREAS, SEQRA Regulation 6 NYCRR §617.5(a) declares Type II Actions to be actions that
have no significant impact on the environment and require no further review under SEQR;
WHEREAS, SEQRA Regulation 6 NYCRR §617.5(c)(8) provides that routine activities such as
renovations to, or expansions of, existing public school facilities by less than 10,000 square feet are classified as Type II Actions;
WHEREAS, SEQRA Regulation 6 NYCRR §617.5)(c)(2) declares that “replacement,
rehabilitation or reconstruction of a structure or facility, in kind, on the same site, including upgrading buildings to meet building or fire codes, unless such action meets or exceeds any of the thresholds in section 617.4 of this Part;” and
WHEREAS, the Board of Education, as lead agency, has examined information available to it from
King & King related to the Project and has, in reliance on information provided by King & King, determined that this additions and alterations Project is classified as a Type II Action pursuant to 6 NYCRR §§617.5(c)(2) and (8);
NOW, THEREFORE, BE IT RESOLVED that the Board of Education of the North Syracuse
Central School District hereby declares itself as “Lead Agency”, specifically pursuant to 6 NYCRR§617.6(b), for the proposed Project;

BE IT FURTHER RESOLVED that the Board of Education hereby declares that the C-NS Greenhouse Renovation Project is a Type II Action, which requires no further review under SEQRA; and
BE IT FURTHER RESOLVED, that the Board of Education hereby authorizes the Superintendent of Schools to forward an official copy of this Resolution to the New York State Education Department, if necessary, together with a copy of correspondence to and from the New York State Office of Parks, Recreation and Historic Preservation in connection with its request for approval of the Project from the New York State Education Department.
