The regular meeting of the Planning Board of the Town of Clay, County of Onondaga held at Town Hall located at 4401 State Route 31, Clay, New York on the 26" day of October 2016, The meeting was called to order by Chairwoman Guinup at 7:30 PM and upon roll being called, the following were:

A motion was made by Brian Hall seconded by Russ Mitchell to approve the minutes of
the previous meeting.

**7:30 P.M. Case #2016-046 — John Mezzalingua Associates, LLC, DBA JMA- Gail Cawley, JMA Chip Trailer Expansion (3) — Amended Site Plan — 7645 Henry Clay Boulevard.
Karen Guinup opened the public hearing. Gail Cawley explained the plan; the amended site plan will allow an extension of the facility. The applicant is proposing to add an addition to the building to house a trailer for brass chips a byproduct of the manufacturing. The brass chips sell for approximately $2.10 per pound. The building addition will keep the chips dry until they are hauled off for resale.
The trailers are dropped off with new stock and pick up the byproduct.
Karen asked if there is a fire hydrant where they plan on placing the addition. Carolyne Bean explained they propose to bump out, and move two pressure valves and one fire hydrant. The hydrant will be moved to the edge of the pavement in the green space.

Karen asked about the rotation of the tractors in and out of the site. They explained the trucks come in through the main entrance to the receiving and shipping there is an area large enough for the trailer to back into the addition space for loading.
Michelle asked if they will add a storm pipe. There is an existing 24” pipe they will tie a 12”pipe into.
Jim asked if they would be back with a master plan, they said yes a complete master plan with storm water.
Jim said this is a good effort on the owners’ part.
Karen asked if there were any questions or comments hearing none she closed the hearing.
A motion was made by Jim Palumbo seconded by Russ Mitchell to adopt a resolution
using standard form #10 SEQR determination for Planning Board Case # 2016-046 Amended Site Plan for John Mezzalingua Associates, LLC, DBA JMA- Gail Cawley, JMA Chip Trailer Expansion located at 7645 Henry Clay Boulevard. That the proposed action is an unlisted action and does not involve any Federal agency. It is further determined that the proposed action will not have a significant effect on the environment and that this resolution shall constitute a negative declaration.

A motion was made by Michelle Borton seconded by Hal Henty to adopt a resolution
using standard form #20 Amended Site Plan approval for John Mezzalingua Associates, LLC, DBA JMA- Gail Cawley, JMA Chip Trailer Expansion located at 7645 Henry Clay Boulevard, based on a map by EDR dated 10/14/2016 and numbered, C-000, C-100, C-200, C-201, C-600.
This approval is conditioned on the applicant complying with all legal and engineering.
