R15-119 Recommend Bid Award - ADULT CROSSING GUARDS FOR THE 2015-2016 SCHOOL YEAR:
Councilor Weaver moved the adoption of a resolution that the Town of Clay
recommends that Onondaga County Office of Purchasing Division award the low bid received to FURNISH ADULT CROSSING GUARDS FOR THE 2015-2016 SCHOOL YEAR for approximately thirty-six (36) weeks to ALL CITY MANAGEMENT SERVICES, INC. Motion was seconded by Councilor Rowley.

REGULAR MEETING OF THE TOWN BOARD - August 6, 2015 Town of Clay R15-120 Special Permit —- (SEQR) - Town Board Case # 1081 - RYAN CHURCHILL AND OLIVIA HOLDING, LLC:
Councilor Hess moved the adoption of a resolution that the application of RYAN
pursuant to Section 230-16C.(2)(E)[2] of the Town Code to allow for a drive-thru for proposed Sonic Restaurant located at 3808 Route 11 & 5431 South Bay Road Tax Map Nos. 118.-01-10.0 & 118.-01-10.1; currently Zoned RC-1, is an unlisted action with a completed EAF and involves no other permit granting agency outside the Town. The proposed project will not have a significant effect on the environment and therefore does not require the preparation of an EIS. Motion was seconded by Councilor Rowley.

The proposed project will not have a significant effect on the environment and therefore does not require the preparation of an EIS. Motion was seconded by Councilor Hess.

Councilor Rowley moved the adoption of a resolution approving the application of

R15-124 Special Permit REVISED (A) - Town Board Case # 1080- BRIAN’S TOWING:
Councilor Young moved the adoption of a technical revision to a resolution for the
application of BRIAN’S TOWING AND GARY SPRING FOR SPECIAL PERMIT pursuant to Section 230-17C. (2)(e)[7] of the Town Code to allow for motor vehicle storage on property located at 7707 Henry Clay Boulevard, Tax Map No. 087.-01-46.1; currently zoned I-1 industrial, to include the following condition: to add a three (3) vehicle limit for storage and implemented as offered by the
applicant. Motion was seconded by Councilor Weaver.

R15-125 Legal Services / Misc - JGB PROPERTIES:
Councilor Young moved the adoption of a resolution approving the engagement
letter with D.J. & J.A. Cirando Law Firm for legal services regarding the J.G.B. Properties appeal. Motion was seconded by Councilor Weaver.

R15-126 Bid Award - ADULT CROSSING GUARDS FOR THE 2015-16 SCHOOL YEAR:
Councilor Weaver moved the adoption of a resolution authorizing the Supervisor to
execute an agreement with ALL CITY MANAGEMENT SERVICES, INC., for Crossing Guards Services for a term of one (1) year commencing September 4, 2015 and terminating June 30, 2016, (2015-2016 school year), with an option to renew under the same terms and conditions for two (2) additional school years (2016-2017 and 2017-2018). The agreement shall be approved as to form and content by the Town Attorney. Motion was seconded by Councilor Bick.
