At the Regular Meeting of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the 6th of November, 2013 at 7:30 P.M., there were:

The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Edick moved the adoption of a resolution to Approve the Minutes of the
October 21st, 2013 Town Board Meeting. Motion was seconded by Councilor Bick.
Ayes-6 and Noes-0. Motion carried.

Correspondence:
Supervisor Ulatowski asked if the young lady was here from Trastevere Road as he had some information regarding her concerns at the previous meeting. She was not present.
Dorothy Heller, Town Historian was present to provide a brief presentation of a project that she has been working on with the Boy Scouts (Andrew VanSlyke and REGULAR MEETING OF THE TOWN BOARD – November 6th, 2013 Town of Clay
2 Kevin Atkins) to repaint the historical markers in the town. She added that Robert Corbish, a good Samaritan in the Town of Clay, has also worked on this project donating both his time and supplies. Ms. Heller supplied everyone with a detailed map that she and the Commissioner of Planning and Development, Mark Territo created, depicting the historical markers within the town. She also passed around a book of pictures noting the project in various stages. Supervisor Ulatowski complimented her on a nice project.
REGULAR MEETING:
A public hearing to consider the adoption of the proposed 2014 Special Districts Budget for the Town of Clay was opened by the Supervisor; proof of publication and posting was furnished by the Town Clerk.
Supervisor Ulatowski began by explaining that the Special Districts Budget encompasses Sewer Districts, Water Districts, Drainage Districts, Lighting Districts, Hydrants and Trash Districts. He continued by outlining that there will be no increase in sewer and drainage charges, nor will there be any increase in the trash or brush contracts. There is a 5% increase imposed by National Grid for lighting and a 2% increase for the maintenance of the hydrants.
Supervisor Ulatowski asked if there were any questions or comments; hearing none he closed the public hearing.
A public hearing to consider the adoption of the proposed 2014 Fire Budget for the Town of Clay was opened by the Supervisor; proof of publication and posting was furnished by the Town Clerk.
Supervisor Ulatowski said that the fire companies within the Town have been working with Councilor Edick to reach an increase of just over 2%. He added that the Fire Departments have not had any increase for the past three years. Supervisor Ulatowski asked if there were any questions or comments; hearing none he closed the public hearing.

A public hearing to consider the adoption of the proposed 2014 Uniform Water Budget for the Town of Clay was opened by the Supervisor; proof of publication and posting was furnished by the Town Clerk.
Supervisor Ulatowski explained that the western portion of the town is served by Clay water and the rates remain below Onondaga County Water Authority’s (OCWA) rates.
Supervisor Ulatowski asked if there were any questions or comments. Ed Pauline of Forestbrook Drive asked if the remote meter readers are only used for residents that are served by the Clay Water Department. Supervisor Ulatowski indicated that they are. He then asked if there were any further questions; hearing none he closed the public hearing.
Adoption of the Proposed 2014 Preliminary Budget for the Town of Clay (PH):
A public hearing to consider the adoption of the proposed 2014 Preliminary Budget for the Town of Clay, as the annual budget was opened by the Supervisor; proof of publication and posting was furnished by the Town Clerk. Supervisor Ulatowski said that the 2014 budget brings an increase of 1.62%, staying below the 2% tax cap imposed by the Governor. This will result in an increase of about $4.00 a year per household.
Supervisor Ulatowski asked if there were any questions or comments; hearing none he closed the public hearing.
LOCAL LAW No. 1 of the YEAR 2013 - OVERRIDE THE TAX LEVY LIMIT ESTABLISHED IN GENERAL MUNICIPAL LAW SECTION 3-C (A):
Councilor Young moved the adoption of a resolution approving the proposed Local
Law to be entitled “LOCAL LAW NO. 1 OF THE YEAR 2013 TO OVERRIDE
SECTION 3-C” to the code of the Town of Clay. Motion was seconded by Councilor Weaver.
Ayes-6 and Noes-0. Motion carried.

4 Supervisor Ulatowski again stated that this is a precautionary measure taken in response to the Governors Tax Cap.
Councilor Bick moved the adoption of a resolution approving and adopting the
proposed 2014 Special Districts Budget for the Town of Clay. Motion was seconded by Councilor Bray.
Ayes-6 and Noes-0. Motion carried.
Councilor Bray moved the adoption of a resolution approving and adopting the
proposed 2014 Fire Budget for the Town of Clay. Motion was seconded by Councilor Edick.
Ayes-6 and Noes-0. Motion carried.
Councilor Weaver moved the adoption of a resolution approving and adopting the
proposed 2014 Uniform Water Budget for the Town of Clay. Motion was seconded by Councilor Bick.
Ayes-6 and Noes-0. Motion carried.
Adoption of the Proposed 2014 Preliminary Budget for the Town of Clay (A):
Councilor Young moved the adoption of a resolution approving and adopting the
Clay Budget for the year 2014. Motion was seconded by Councilor Edick.
Ayes-6 and Noes-0. Motion carried.
The meeting was adjourned at 7:48 P.M. upon motion by Councilor Bray and seconded by Councilor Bick.
