The Liverpool Board of Education moved through nearly four hours of business on Jan. 6 without a single member breaking ranks -- until the last substantive item of the night, when the board split 7-1 on whether to deny a student's appeal of a disciplinary decision. The meeting opened at 6:04 p.m. with a recognition of Elmcrest Elementary School for a POOLS Award, then settled into a run of Routine Business. The board approved the minutes of its Dec. 16, 2024 meeting, personnel actions, the recommendations of the District Committee on Preschool Special Education, the recommendations of the District Committee on Special Education, the acceptance of gifts and grants, and a list of surplus items -- each on a motion by Jecenia Bresett, seconded by Kimberly Melnik, and each carried by the same 8-0 roll call: Nicholas Blaney, Hayley Downs, Kimberly Martin, Bresett, Daniel McKeever, Stacey Chilbert, Melnik and Matthew Jones all voting aye. Later in the meeting, under For Action, the board kept the same rhythm. It approved new Earth Science textbooks on a motion by Chilbert, approved changing Food Service Helper II positions to Cook I on a motion by Martin, and approved a resolution to join the RIC ONE Operations Center, known in the resolution as the ROC, on a motion by Martin. All three passed 8-0. The minutes record no discussion on any of them, nor on the evening's listed discussion topics -- TIP 411, a Current Budget Update, UPK Transportation and the RIC ONE Risk Operations Center -- which appear on the agenda without any detail of what was said. The board's president, superintendent and committee reports are likewise listed without substance in the minutes, as is the student liaison report. The pattern held even as the board turned to closed-door business. Members voted 8-0 to enter Executive Session, again with no indication in the minutes of what was discussed inside it. It was only after returning from that session, under a separate agenda item for an Appeal of Student Disciplinary Decision, that the board's unanimity broke. The board took up the case of a student identified in the minutes only as Student #1, on a motion by Bresett, seconded by Melnik, to deny the student's appeal with modification. It carried 7-1, with Blaney, Downs, Martin, Bresett, McKeever, Melnik and Jones voting aye and Chilbert casting the meeting's only nay vote. The minutes do not describe the nature of the appeal, what modification the board attached to its denial, or Chilbert's reasons for dissenting. The board adjourned at 9:48 p.m. on a motion by Martin, seconded by McKeever, again 8-0. It set its next public hearing for Jan. 21 at 5:30 p.m., followed by a regular meeting the same evening at 6 p.m., with another regular meeting scheduled for Feb. 3.
