The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the September 7, 2022

Town Board meeting. Motion was seconded by Councilor Bick.

Ayes – 6 and Noes – 0. Motion carried. Councilor Pleskach abstained due to his

absence at that meeting.

Supervisor Ulatowski said that there are not cancellations or requests for adjournments; all agenda items will be heard.

2 Correspondence:

Supervisor Ulatowski said that Amy Crowley, Director of The CanTeen in Cicero was present to speak on behalf of the teen center.

Rachel Rowe spoke on behalf of The CanTeen explaining that she often hears people state how young people are rude and trouble, however, everyone vanishes when support is needed. They are desperate for change, but don’t partake in making that change happen. She continued that The CanTeen is a refuge for teens to seek a positive atmosphere, a judgement free zone and a healthy outlet to seek skills for adulthood. They support youth from various home lives and some dangerous situations. She discussed the impact that the pandemic has had on the CanTeen. She concluded by thanking the Town of Clay for this time and contributions to the CanTeen.

Amy Crowley thanked Rachel and explained that the CanTeen sees 65-75 active teens daily. Many are staying longer. CNS School District is trying to secure bussing for after hours. There is an increase in mental health struggles and the CanTeen is trying to get a counselor to take on the additional duties. Many of the youth struggle with eating disorders, self harm and suicide. Some are unable to communicate with parents and the CanTeen offers a safe place to meet with parents and a mediator. 25% of LGBTQ and 12% females are more likely to attempt suicide compared to 5% of males. Eating disorders increased 107% in the past two years; physical abuse and racism are also on the rise.

The CanTeenagers are volunteering and doing activities. Music has been added and the school district have provided funds to set up an art room. They are trying to secure funds for a counselor, but are $5,000 short. Ms. Crowley thanked the Town of Clay for the generous support in the past and asked if any additional funding could be provided to ensure a counselor is available for the teens. She added that 1/3 of the kids are from the Town of Clay; funding is provided by The Town of Cicero, Town of Clay, Town of Salina, Village of North Syracuse and the Youth Bureau.

Councilor Pleskach said that he is on board and thinks that the Town of Clay should commit to $25,000 to $35,000 next year. Ms. Crowley explained that they lost funding from the Basketball Tournament. They were unable to participate because they did not have enough teens or volunteers. Councilor Hess agreed that we should give the additional $5,000 necessary for the councilor. Supervisor Ulatowski said that they would not pass a resolution at this time, as we are going through budget items in the next few weeks but he is also in favor of this. Councilor Bick said that he is willing to entertain it. Councilor Meaker thanked them stating that this program saves lives and helps the kids that fall through the cracks. He also supports giving the additional funding to provide a counselor. Supervisor Ulatowski said that this will be reviewed during the budget process.

Release of Securities – ORANGE COMMONS DEVELOPMENT:

Councilor Pleskach moved the adoption of a resolution, pursuant to the written

recommendation of the Town Engineers, in an email dated September 16, 2022, recommending the release of securities withheld for ORANGE COMMONS SUBDIVISION as follows:

Funds withheld from Check #1649 dated 1/17/2018 from $25,000 to $0. (Escrow deposit for previously identified punch list items). Motion was seconded by Councilor Magaro-Dolan.

Ayes – 6 and Noes – 1. Motion carried. Councilor Meaker opposed.

Policy (A) – Sexual Harassment for the Year 2023.

Councilor Young moved the adoption of a resolution adopting the Harassment

Prevention Policy, including Sexual Harassment for the year 2023. Motion was seconded by Councilor Meaker.

Ayes – 7 and Noes – 0. Motion carried.

Project/Water (CPH) – WOODARD EXTENSION NO. 4 WATER DISTRICT

Councilor Pleskach moved the adoption of a resolution calling a public hearing

October 3rd, 2022, commencing at 7:38 P.M., local time, to consider a Petition for the extension of the town’s water supply system to serve the Pack Rat Storage Facility located within the Town of Clay’s “WOODARD EXTENSION NO. 4 WATER DISTRICT" and for the construction and acquisition of a water system therein to be designated and known as "WOODARD EXTENSION NO. 4 WATER DISTRICT, CONTRACT NO. 50 - LATERAL.” Motion was seconded by Councilor Hess.

Ayes – 7 and Noes – 0. Motion carried.

Special Permit (CPH) - 8394 Maple Road:

Councilor Magaro-Dolan moved the adoption of a resolution calling a public hearing

October 3rd, 2022, commencing at 7:41 P.M., local time, to consider a Petition for a Special Permit pursuant to Section 230-13 A.(2)(e)[7] to allow for a two-family dwelling located at 8394 Maple Road, Tax Map No. 062.-02-16.0. Property is located in the RA-100 Residential Agricultural district. Motion was seconded by Councilor Hess.

Ayes – 7 and Noes – 0. Motion carried.
