The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Pleskach made a motion to approve the minutes of the May 16, 2022 Town

Board meeting. Motion was seconded by Councilor Hess.

Ayes – 6 and Noes – 0. Councilor Meaker abstained. Motion carried.

Cancellation and/or requested adjournments:

Commissioner Territo advised Supervisor Ulatowski that Bohler Engineering requested an adjournment for the zone change for Chick-fil-A.

REGULAR MEETING OF THE TOWN BOARD – June 6, 2022

2 REGULAR MEETING:

Zone Change (PH/Adj.) – Town Board Case # 1171 - CHICK-FIL-A:

A motion was made by Councilor Hess and seconded by Councilor Bick to adjourn to

June 22, 2022 at 7:44 PM.

Agreement – PUBLIC SECTOR HR CONSULTANTS, LLC:

Councilor Meaker moved the adoption of a resolution authorizing the Supervisor to

enter into an agreement with PUBLIC SECTOR HR CONSULTANTS, LLC and partner to provide necessary and required updates to its existing Employee Handbook, originally adopted by resolution by the Town Board on March 2, 2009. Under a partnership arrangement with PUBLIC EMPLOYER RISK MANAGEMENT ASSOCIATION, INC. (PERMA) the fee to be paid to Public Sector HR Consultants, LLC by PERMA is $562.50 and the fee to be paid to Public Sector HR Consultants, LLC, by the Town of Clay is $1,937.50. Total billable cost is $2,500.00. Motion was seconded by Councilor Young.

Ayes – 7 and Noes – 0. Motion carried.

WATER RATE INCREASE (TOWN OF CLAY WATER) (A):

Councilor Hess moved the adoption of a resolution approving the proposed 11%

water rate increase to go into effect on July 1, 2022. Motion was seconded by Councilor Magaro-Dolan.

Ayes – 6 and Noes – 1. Councilor Meaker opposed. Motion carried.

Councilor Bick moved the adoption of a resolution to adjourn the June 20,

2022 Town Board Meeting to June 22, 2022 @ 7:30 PM in observance of the

Juneteenth Federal Holiday. Councilor Hess seconded the motion.

Ayes- 7 Noes- 0. Motion carried.

Local Law No. 2 of the Year 2022 amending Chapter 230, entitled ZONING (CPH):

Councilor Bick moved the adoption of a resolution calling a public hearing June 22,

2022, commencing at 7:35 P.M., to consider proposed Local Law No. 2 of the Year 2022, amending Chapter 230, entitled ‘ZONING’, amending Section 230-17 C.(2)(e) REGULAR MEETING OF THE TOWN BOARD – June 6, 2022

3 to add new item [10] “OUTDOOR RECREATION- PARTICIPANT” and [11] “OUTDOOR RECREATION- SPECTATOR” with a Town Board Special Permit to said section of the Code of the Town of Clay. Motion was seconded by Councilor Hess.

Project/Water (CPH) - OAK ORCHARD WATER SUPPLY DISTRICT EXTENSION NO. 1:

Councilor Hess moved the adoption of a resolution calling a public hearing June

22nd, 2022, commencing at 7:38 P.M., local time, to consider a Petition for the creation of a water supply district within the Town of Clay to be designated and known as “OAK ORCHARD WATER SUPPLY DISTRICT EXTENSION NO. 1." Motion was seconded by Councilor Bick.

Ayes – 7 and Noes – 0. Motion carried.

Project/Sewer (CPH) - WILDCREEK SEWER DISTRICT EXTENSION, CONTRACT NO. 1:

Councilor Magaro-Dolan moved the adoption of a resolution calling a public hearing

June 22, 2022, commencing at 7:41 P.M., local time, to consider a Petition for the creation of a sewer district within the Town of Clay to be designated and known as "WILDCREEK SEWER DISTRICT EXTENSION" and for the construction and acquisition of a sewer system therein to be designated and known as "WILDCREEK SEWER DISTRICT EXTENSION, CONTRACT NO. 1.” Motion was seconded by Councilor Meaker.

Ayes – 7 and Noes – 0. Motion carried.

Contract- UPGRADE AUDIO VISUAL TECHNOLOGY in Town Board Meeting Room:

Councilor Pleskach moved the adoption of a resolution authorizing the Town

Supervisor to execute a contract with VISUAL TECHNOLOGIES to upgrade the Town of Clay’s audio-visual technology in the Town Board Meeting Room. Upgrades include labor and installation for a 98” 4K UHD Display Monitor, Security SmartMount Universal Tilt Mount, PTZ Camera, MediaLink Plus Controller, Wired and Wireless Presentation Gateway, cables, connectors and removal and disposal of REGULAR MEETING OF THE TOWN BOARD – June 6, 2022

4 old or unneeded equipment. Total cost not to exceed $17,714.00. Motion seconded by Councilor Bick.

Bid Advertisement - INFORMATION TECHNOLOGY SERVICES AND SOFTWARE OPERATING SYSTEMS FOR THE TOWN OF CLAY:

Councilor Pleskach moved the adoption of a resolution authorizing the

advertisement of bids for INFORMATION TECHNOLOGY SERVICES AND SOFTWARE OPERATING SYSTEMS FOR THE TOWN OF CLAY. Said bids will be received by the Office of the Purchasing Director, County of Onondaga, 421 Montgomery Street, Syracuse, New York, until 2:00 P.M., local time, on July 14, 2022. Motion was seconded by Councilor Hess.

Ayes – 6 and Noes – 0. Councilor Magaro-Dolan abstained. Motion carried.

Contract- Consulting (THREE RIVERS POINT BOA PRE-DEVELOPMENT PROJECT):

No Action.
