The meeting was called to order by Deputy Supervisor Bick at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the April 18, 2022 Town

Board meeting. Motion was seconded by Councilor Meaker.

REGULAR MEETING:

REGULAR MEETING OF THE TOWN BOARD – May 2, 2022

Town of Clay

2 Zone Change (PH/Adj.) – Town Board Case # 1171 - CHICK-FIL-A:

Councilor Hess made a motion to adjourn the public hearing to May 16, 2022 at 7:41

PM (at the request of the applicant.) Motion was seconded by Councilor Meaker.

Ayes – 6 and Noes – 0. Motion carried.

Zone Change (CPH) – Town Board Case # 1173 FIRE DETECTION SYSTEMS, INC.:

A public hearing to consider the application of FIRE DETECTION SYSTEMS, INC., for a Zone Change for ALLEN ROAD, Tax Map No. 112.-07-11.5 from R-10 to O-1 to allow for a non-retail office on +/-1.53 acres of land, was opened by the Deputy Supervisor; proof of posting and publication was furnished by the Town Clerk.

Brody Smith, with Bond Schoeneck and King was present on behalf of the applicant along with Ryan Cobb, CEO of Fire Detection Systems, Inc.

Mr. Smith began by explaining how the building would be laid out on the parcel on Allen Road. Deputy Supervisor Bick asked if the pond was on that parcel of land. The applicant was not sure and a discussion ensued regarding wetlands and the inability to build upon them.

Councilor Hess said that he was pleased with the architectural renderings and liked the way it would flow with the existing residential homes.

Councilor Young asked about variances; the applicant responded that none are required at this point. Councilor Young asked if a buffer would be required between R-10 and O-1.

Councilor Meaker asked if this would be similar to the existing building in Hastings and if they were leaving that location. The applicant stated that they are selling that

location, but have no plans to leave if approved.

The vans will go home with the technicians and supplies will be stored in the garage. They are planning on three (3) employees in the office with occasional meetings where the technicians will “pop in”.

Deputy Supervisor Bick said that he will refer this to the Planning Board and the

applicant should provide wetland delineation and the layout of the property on the map before returning.

Councilor Hess made a motion to adjourn the public hearing to June 6, 2022 at 7:35

PM. Motion was seconded by Councilor Pleskach.

REGULAR MEETING OF THE TOWN BOARD – May 2, 2022

3 AGREEMENT (A) – TOWN of CLAY and ONONDAGA COUNTY:

Councilor Hess moved the adoption of a resolution approving the proposed

INTERGOVERNMENTAL AGREEMENT between the Town of Clay and Onondaga County Soil and Water Conservation District for tree planting and authorizing the Supervisor to sign. Motion was seconded by Councilor Magaro-Dolan.

Ayes – 6 and Noes – 0. Motion carried.

ONONDAGA COUNTY COMMUNITY DEVELOPMENT FUNDS (CPH):

Councilor Pleskach moved the adoption of a resolution calling a public hearing May

16, 2022, commencing at 7:35 P.M., local time to solicit from Town of Clay residents their comments and input regarding the use of funds by the Town of Clay with respect to the applications for funding filed with ONONDAGA COUNTY COMMUNITY DEVELOPMENT for the year 2023. Motion was seconded by Councilor Hess.

Ayes – 6 and Noes – 0. Motion carried.

WATER RATE INCREASE – (CPH) (resident comments):

Councilor Meaker moved the adoption of a resolution calling a public hearing May

16, 2022, commencing at 7:38 P.M., local time, to solicit from Town of Clay residents their comments and input regarding a proposed 11% water rate increase going into effect July 1, 2022. Motion seconded by Councilor Magaro-Dolan.

Ayes – 6 and Noes – 0. Motion carried.

CONTRACT/AGREEMENT – COWLEY ASSOCIATES (Drupal):

Councilor Pleskach moved the adoption of a resolution authorizing the Town

Supervisor to execute a contract with COWLEY ASSOCIATES to upgrade the Town of Clay’s computer database to Drupal 9. This will leverage any/all suitable site/database-management enhancements provided by Drupal 9, along with implementation of appropriate security measures. Total cost not to exceed $9,300.00. Motion was seconded by Councilor Hess.

CONTRACT/AGREEMENT – COWLEY ASSOCIATES (Next-Gen website):

Councilor Pleskach moved the adoption of a resolution authorizing the Town

Supervisor to execute a contract with COWLEY ASSOCIATES to design/develop a Next-Gen website for the Town of Clay. Deliverables to include Website Development and Completion; “Go live!” Activities (testing, debugging, sitemap submittals); CMS

Councilor Magaro-Dolan moved the adoption of a resolution approving the

appointment of AIDAN LAQUAY, HAYDEN STAAB and JASMINE GORDON as members of the CLAY VOLUNTEER FIRE DEPARTMENT, INC. Motion was seconded by Councilor Meaker.

Ayes – 6 and Noes – 0. Motion carried.
