The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Hess made a motion to approve the minutes of the April 5, 2021 meeting.
Motion was seconded by Councilor Meaker.

Supervisor Ulatowski said that item number 11 on the agenda (Adult Crossing Guards Bid) will not be heard pending more information.

At the Regular Meeting of the Town Board of the Town of Clay, held on the 19th day of April 2021, the following resolution was duly adopted:
WHEREAS, The Clay Town Board wishes to acknowledge the dedication
and service to the community and Onondaga County by CHARLES SIGNS. Founder, Charles (Chuck) Spinoso began making paper signs for grocery stores out of his basement in 1968, gradually expanding his offering over the years.
WHEREAS, in 1980 major changes to the industry took over. Charles
Signs changed from hand-painted signs to computer generated, vinyl lettering.
WHEREAS, in 1995, Chuck made the decision to include family members
into the business. Jim and Linda (Chuck’s Daughter) Hickey became financial partners.
WHEREAS, in 2002, upon Chuck’s retirement, Jim and Linda Hickey
bought the remaining shares and now own 100% of the business. Today, Charles Signs remains a family owned business and continues to maintain exceptional quality, attention to detail and customer service.
In December of 2020, President of Charles Signs, Jim Hickey was recognized as Family Business Leader of the Year by CNY Business Journal, Family Business Awards of CNY presented by NBT Bank. During an unprecedented year, Charles Signs was quick to adapt and provide much needed PPE and signage to the community to help protect our neighbors.
NOW, THEREFORE, BE IT RESOLVED, that the Town of Clay Board
on behalf of themselves and the community of Onondaga County, duly acknowledge the dedicated service, hard work and continuous reliability of Charles Signs in the community over the last fifty three years.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the Town of Clay to be affixed at Town Hall this 19th day of April, in the year of our Lord, Two Thousand Twenty One.

3 Supervisor Ulatowski then asked if anyone wished to address the Board on any items not on the agenda.
Ute Wood of Orange Commons asked if there was an update regarding the new “WELCOME TO THE TOWN OF CLAY” sign(s).
Supervisor Ulatowski responded that he had spoken with the Highway Department and they are working on them and hope to have them completed soon.
Another resident from Orange Commons asked how they would go about having STOP signs installed. The Supervisor said that she should contact the Town Clerks office for guidance through the process. (note: The Clerk gave the forms and instructions to the resident after the meeting.) REGULAR MEETING:
Audit (2020) (A) - D’ARCANGELO & CO., LLP:
Councilor Hall moved the adoption of a resolution approving a contract with
D’ARCANGELO & CO., LLP, for audit purposes of the Town of Clay for the year ended December 31, 2020 covering the financial statements of the Town for a fee not to exceed $17,575 and the records and procedures of the Town Justices for a fee not to exceed $2,050. Motion was seconded by Councilor Meaker.
Ayes – 7 and Noes – 0. Motion carried.
Easement/ Abandonment (drainage) – 8525 McNamara Drive:
Councilor Meaker moved the adoption of a resolution approving the abandonment of a
drainage easement per the request of the property owner located at 8525 McNamara Drive Tax Map Id No.: 059-03-06.0 (Michael Krzyzak, property owner) as shown on a map prepared by Ianuzi & Romans, P.C. dated August 25, 2015, (Lot No. 87 Orange Commons Phase 1), per Town Engineer letter dated April 14, 2021, and authorizing the Supervisor to execute a Termination of Easement form subject to execution by the property owner. The property owner shall bear the responsibility and all costs associated with the execution of this document. This resolution is in response to the request of the property owner challenging the necessity for this easement. The Town Engineer and Planning Department have determined the easement does not serve any legitimate governmental purpose. Motion was seconded by Councilor Hess.

Bid Award - Maider Road Water Front Environmental Restoration Program Remediation Project:
Councilor Hess moved the adoption of a resolution awarding the Maider Road Water
Front Environmental Restoration Program Remediation Project to Sessler REGULAR MEETING OF THE TOWN BOARD – April 19, 2020

4 Environmental Services, LLC, for the low bid of $1,820,750. Said company and bid amount being from the lowest qualified bidder. Motion was seconded by Councilor Bick.
Ayes – 7 and Noes – 0. Motion carried.
ZONE CHANGE (CPH) – Town Board Case # 1160 - CTV, LLC.:
Councilor Pleskach moved the adoption of a resolution calling a public hearing May 3,
2021, commencing at 7:35 P.M., local time, to consider the application of CTV, LLC., for a Zone Change for Hinerwadel’s Grove, 5300 West Taft Road, from LuC-2 and R-10 to RC-1 and R-APT, Tax Map Nos. 117.-09-23.0, 117.-09.24.0, 117.-09.25.0 and 117.-10-01.0, consisting of 30.3± acres of land. Motion was seconded by Councilor Hess.

Project/ Water (CPH) – BROWN WATER SUPPLY DISTRICT:
Councilor Pleskach moved the adoption of a resolution calling a public hearing May
3rd, 2021, commencing at 7:38 P.M., local time, to consider a Petition for the creation of a water supply district within the Town of Clay to be designated and known as "BROWN WATER SUPPLY DISTRICT" (Brown Subdivision). Motion was seconded by Councilor Meaker.
Ayes – 7 and Noes – 0. Motion carried.
Bid Award – ADULT CROSSING GUARDS FOR THE 2021-2022 SCHOOL YEAR:
No Action Appointment (A) – CLAY VOLUNTEER FIRE DEPARTMENT:
Councilor Young moved the adoption of a resolution approving the appointment
CHRISTOPHER COLE as a member of the CLAY VOLUNTEER FIRE DEPARTMENT. Motion was seconded by Councilor Pleskach.
Ayes – 7 and Noes – 0. Motion carried.
The meeting was adjourned at 7:44 P.M. upon motion by Councilor Young and seconded by Councilor Bick.
