The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Supervisor Ulatowski explained that several members of the Clay Volunteer Fire Department and Chief Redhead were present to recognize a member of our community that has proven herself a hero by her unselfish acts.
CVFD Chief Michael Redhead presented Jane Ginsburg with a plaque recognizing her.
Supervisor Ulatowski then explained that on behalf of the Town Board he too would like to recognize her selflessness and care for others. Councilor Young then read the Proclamation as follows:
At the Regular Meeting of the Town Board of the Town of Clay, held on the 15th day of March 2021, the following resolution was duly adopted:
WHEREAS, the Clay Town Board wishes to acknowledge JANE GINSBURG, for her
heroic actions on the night of January 28, 2021.

WHEREAS, at 12:38 A.M., Jane Ginsburg was alerted to the smell of smoke. Taking it
upon herself to investigate, Ms. Ginsburg discovered the home located at 7985 Amor Drive presented flames and smoke from the rear of the dwelling.
WHEREAS, Ms. Ginsburg jumped into action, alerting the Onondaga County
Emergency Communications Center, which then dispatched the Fire Department.
WHEREAS, Ms. Ginsburg provided key information while on the phone with 911
regarding occupants and vehicles in the driveway providing first responders with invaluable information aiding in creating a plan of action prior to their arrival.
WHEREAS, Ms. Ginsburg was able to alert the two sleeping adults and three children
of the fire inside their home. Due to Ms. Ginsburg’s quick, selfless actions, all occupants were able to exit the home safely prior to arrival of the fire department.
NOW, THEREFORE, BE IT BE RESOLVED, that the Town Board on behalf of
themselves and the community, duly recognizes Ms. Jane Ginsburg’s heroic actions, willingness to get involved, and her ability provide vital information, undoubtedly saved our neighbors lives. Thank you for being such an exemplary role model for our community.

REGULAR MEETING OF THE TOWN BOARD – March 15, 2021 Town of Clay
3 Zone Change (SEQR) – Town Board Case # 1161- SAMUEL BARTORILLO:
Councilor Hall moved the adoption of a resolution that the application of SAMUEL
BARTORILLO FOR A ZONE CHANGE from RA-100 to R-40 to allow for a two- lot subdivision on property located at 8191 Maple Road, Tax Map No. 073-01-08.0 located on 3.69± acres of land is an unlisted action with a completed EAF and involves no other permit granting agency outside of the Town. The proposed project will not have a significant effect on the environment and therefore does not require the preparation on an EIS. Motion was seconded by Councilor Pleskach.

Zone Change (A) – Town Board Case # 1161- SAMUEL BARTORILLO:
Councilor Hall moved the adoption of a resolution approving the application of
SAMUEL BARTORILLO FOR A ZONE CHANGE from RA-100 to R-40 to allow for a two-lot subdivision on property located at 8191 Maple Road, Tax Map No. 073-01-08.0 located on 3.69+ acres of land. Motion was seconded by Councilor Meaker.
Ayes – 7 and Noes – 0. Motion carried.
Special Permit (PH) – Town Board Case # 1162 – CALLEEN LA DUC:
A public hearing to consider the application of CALLEEN LA DUC FOR A SPECIAL PERMIT pursuant to Section 230-13 A. (2) [E] [2] to allow for a dog grooming shop, on land located at 9402 CAUGHDENOY ROAD, BREWERTON, Tax Map No. 041-03-24.1.was opened by the Supervisor; proof of publication and posting was furnished by the Town Clerk.
Calleen and Ken LaDuc were present; Mr. LaDuc explained that his wife (Calleen) is requesting a special permit to groom dogs in the two car garage that has been renovated as a workshop. They will not be kenneling the dogs or provide outside runs.
Councilor Pleskach asked if the driveway would accommodate this business. Mr. LaDuc said that the driveway is large enough and the dogs would be dropped off and picked up and by appointment only.
Councilor Meaker asked how many appointments would be scheduled per day. Ms. LaDuc said probably two appointments in the morning and two appointments in the afternoon.
Councilor Hess asked if they are planning on signage. Ms. LaDuc said that she wasn’t sure that signage would be allowed but would like a small sign on the house. REGULAR MEETING OF THE TOWN BOARD – March 15, 2021 Town of Clay
4 Councilor Bick asked how large the parcel is. Mr. LaDuc said 6.5 acres. There being no more questions or comments, the Supervisor closed the public hearing.
Agreement (A) - INTERMUNICIPAL WASTEWATER AGREEMENT WITH ONONDAGA COUNTY:
Councilor Hess moved the adoption of a resolution approving and authorizing the
Supervisor to enter into a an INTERMUNICIPAL WASTEWATER AGREEMENT WITH ONONDAGA COUNTY to provide maintenance services of public sanitary sewers, pump stations and treatment facilities on behalf of the Town of Clay and in accordance of LOCAL LAW NO. 1 OF THE YEAR 2011; and further authorizing the Supervisor to execute the necessary documents therefore. Motion was seconded by Councilor Meaker.

Town of Clay’s Public Employer Mandatory Health Emergency Plan:
Councilor Meaker moved the adoption of a resolution allowing the Supervisor to
authorize the Town of Clay’s Public Employer Mandatory Health Emergency Plan. This law was signed by the Governor on September 7, 2020 and requires public employers to create plans to protect employees and contractors in the event of another public health emergency declaration in NYS. The Town of Clay’s plan has been developed in accordance with NYS legislation S8617B/A10832 and approved by Teamster’s Local 317 on February 2, 2021. Motion was seconded by Councilor Hess.

Agreement/ Authorization – NATIONAL GRID (LED Lighting):
Councilor Pleskach moved the adoption of a Resolution authorizing the Town
Supervisor to enter into an agreement with National Grid for the conversion of 2,216 lights to LED at a cost of $568,505.02. Motion was seconded by Councilor Bick.
Ayes – 6 and Noes – 0. Motion carried. Councilor Hess abstained due to
employment.
Councilor Meaker moved the adoption of a resolution authorizing and approving the
settlement of the New York State Supreme Court action Jeff Bristol Enterprise, LLC v Town of Clay Index # 2016EF3526 for the payment of the sum $3,000.00 in exchange for a full release. This resolution also authorizes the Supervisor and the REGULAR MEETING OF THE TOWN BOARD – March 15, 2021 Town of Clay
5 Town Attorney to execute any and all documents to complete this matter. Motion was seconded by Councilor Young.
Ayes – 7 and Noes – 0. Motion carried.
Councilor moved the adoption of a resolution authorizing the Supervisor to execute a
contract with C & S ENGINEERS, INC., for professional services to be rendered for the year 2021 in compliance with the DEC Regulations for the TOWN OF CLAY LANDFILL POST CLOSURE ENVIRONMENTAL MONITORING PROGRAM.
Said services not to exceed the sum of $23,710. Motion was seconded by Councilor .
Ayes – 6 and Noes – 0. Motion carried.
The meeting was adjourned at 7:56 P.M. upon motion by Councilor Young and seconded by Councilor Bick.
