The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Hess made a motion to approve the minutes of the June 1, 2020 meeting.
Motion was seconded by Councilor Bick.

LOCAL LAW NO. 4 of the YEAR 2020 (A) Public Self Storage Facility:
Councilor Hess moved the adoption of a resolution approving LOCAL LAW NO. 4
OF THE YEAR 2020 amending Section 230-17 D. (2)(b) by adding item [10] Public Self-Storage Facility to the I-2 District to the Code of the Town of Clay. Motion was seconded by Councilor Bick.
Ayes – 7 and Noes – 0. Motion carried.
ZONE CHANGE (PH/Adj.) - Town Board Case # 1150 MVAH Holding, LLC:
A public hearing to consider the application of MVAH HOLDING, LLC AND
CHANGE for the construction of two 3-story 24 unit apartment buildings, including associated parking and site improvements, located at 8396 Morgan Rd., Tax Map No. 060.-01-05.1. (Adjourned to this date and time from the June 1, 2020 Town Board Meeting)was opened by the Supervisor.
Trey Barbour was present on behalf of the Applicant. He gave a brief overview of what was discussed at the last meeting adding that the Planning Board gave a favorable recommendation.
There will be two 3 story buildings; the first floor being at grade. Councilor Pleskach asked about amenities such as pool, walking paths, fitness center etc. Mr. Barbour responded that he did not think there were any plans for a pool but they are proposing community areas including a fitness area, walking trails and a playground for families with children.
Supervisor Ulatowski asked for questions and comments from the public. Several residents remotely responded that they were concerned with the increase in traffic. Many had responded by email as well. Other resident were concerned with the environmental impact and the effect on the wildlife.
There being no questions or comments, Supervisor Ulatowski closed the public hearing.
LOCAL LAW NO. 3 of the YEAR 2020 (PH/Adj.) One Year Temporary Moratorium (solar) :
A public hearing to consider proposed LOCAL LAW NO. 3 OF THE YEAR 2020, enacting a one-year Temporary Moratorium on the consideration, approval, and development of any and all commercial solar array installations and commercial solar utility substations within the Town of Clay for a period of one (1) year from the active date of the Local Law, or sooner if new legislation amending the policy or Code REGULAR MEETING OF THE TOWN BOARD – June 15th , 2020 Town of Clay
3 of the Town of Clay addressing commercial solar array permitting and installations is enacted. The purpose of this Local Law will be to stay all actions until the presentation/passage of amended Town Policy and Code provisions dealing with proposed new commercial solar utility substations are approved. It is the intent of the Local Law to specifically exempt existing applications as of the date of the public hearing as well as any and all non-commercial residential solar applications. (Adjourned to this date and time from the June 1, 2020 Town Board Meeting)was opened by the Supervisor.
Supervisor Ulatowski explained that since the last public hearing he has begun to put together a commission to review commercial solar applications. There being no questions or comments, Supervisor Ulatowski closed the public hearing.
LEASE AGREEMENT - LIVERPOOL CENTRAL SCHOOL DISTRICT and the TOWN OF CLAY:
Councilor Meaker moved the adoption of a resolution authorizing the Supervisor to
execute a LEASE AGREEMENT between the LIVERPOOL CENTRAL SCHOOL DISTRICT and the TOWN OF CLAY with regards to the use of the school’s facilities for the Town’s Athletic Sports Programs for the current year which shall extend from June 22, 2020 through August 27, 2020, at a cost of approximately $2,215.50. Contingent upon the Town Recreation Programs holding activities for calendar year 2020. Motion was seconded by Councilor Bick.
Councilor Hess asked if the school will allow the kids to enter the building during inclement weather. Supervisor Ulatowski explained that in light of the COVID situation he will research how that will work. He asked the clerk to follow up with him on that. There were no other questions or comments.

Agreement - JANITORIAL/CLEANING SERVICES FOR THE TOWN OF CLAY TOWN HALL BUILDING AND SENIOR CENTER:
Councilor Pleskach moved the adoption of a resolution authorizing the Supervisor to
execute an agreement with JANITORIAL/CLEANING SERVICES FOR THE TOWN OF CLAY TOWN HALL BUILDING AND SENIOR CENTER with - Oswego Industries for Thirty-Three Thousand Three Hundred Forty-Three and 03/100 Dollars ($33,343.03) to be billed on a monthly basis of Two Thousand Five Hundred Twenty-Eight and 59/100 ($2,528.59) under the same terms and conditions for a term of one (1) year, commencing July 1, 2020 and terminating June 30, 2021. The agreement shall be approved as to form and content by the Town Attorney. Motion was seconded by Councilor Hess.

REGULAR MEETING OF THE TOWN BOARD – June 15th , 2020 Town of Clay
4 INTERMUNICIPAL AGREEMENT - Town of Clay and the Town of Lysander:
Councilor Pleskach moved the adoption of a resolution approving the Supervisor to
enter into an Intermunicipal Agreement between the Town of Clay and the Town of Lysander to provide for the services of sign creation. The anticipated term of the contract is for a three (3) year period beginning January 1, 2020 and terminating on December 31, 2022; and authorizing the Supervisor to execute the necessary document therefore. Motion was seconded by Councilor Hess.
Ayes – 7 and Noes – 0. Motion carried.
The meeting was adjourned at 7:57 P.M. upon motion by Councilor Young and seconded by Councilor Bick.
