The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Hess made a motion to approve the minutes of the March 2nd, 2020
meeting. Motion was seconded by Councilor Hall.

Supervisor Ulatowski said that item number 16 would not be heard tonight. He explained that in light of COVID – 19 and suggestions made by the Onondaga County Executive and the CDC, public hearings will be postponed until further notice.

2 Correspondence:
Supervisor Ulatowski asked if anyone wished to address the Board on any items not on the agenda.
Chief Kevin Birardi, Deputy Chief Michael Redhead and President Tim Shaughnessy were present to ask the Town Board some questions regarding the pandemic (COVID-19) and to discuss some of the precautions being taken . Chief Birardi explained that they had a meeting Saturday morning with the other fire departments, the Volunteer Ambulance (NAVAC & NOVA), the Town Supervisor and the Town Clerk to discuss a comprehensive plan. He explained that they have reduced the number of calls they respond to, based on severity and proximity. This will not impact patient care. They are exploring a contingency plan with fellow departments to insure coverage without overtaxing volunteers. And plan to move operations from Station 1 to Station 3. Station 1 will be used as a quarantine station for firefighters needing to be isolated from their families after possible exposure. They have beds and food and will be able to accommodate 5 members for 14 days. They will determine the need based on possible symptoms and responses to questions. They have purchased more PPE (personal protective equipment) and may have additional costs. Councilor Bick said to keep a log of costs and label them COVID-19 for possible reimbursement. Supervisor Ulatowski said that he would be declaring a STATE of EMERGENCY tomorrow at noon.
Chief Birardi said that he had asked about workers compensation and if it will cover quarantined personnel. He added that the Clerk had given him some correspondence from the carrier. They have cancelled the Easter Egg Hunt and all hall rentals. Supervisor Ulatowski thanked them for communicating with us.
Mike LaPoint pointed out that there were 10 people and it is suggested that groups be limited to under 10. Supervisor Ulatowski asked him if he was aware of that before he decided to come to the meeting; he indicated that he was, adding that he has kept a distance of 6’ and brought his own pen. He then left making an offensive comment as he walked out.

ZONE CHANGE (PH) – Town Board Case # 1150 - MVAH HOLDING, LLC AND FAITH JOURNEY UNITED METHODIST CHURCH:
Councilor Hess made a motion to adjourn the public hearing to April 20, 2020 at
7:35 PM. Motion was seconded by Councilor Bick.

3 Agreement (Highway work permit)(A) – Town of Clay and the New York State Department of Transportation.
Councilor Pleskach moved the adoption of a resolution approving a Highway Work
Permit between the Town of Clay and the New York State Department of Transportation, whereas said Permit is issued and used by the Town of Clay in connection with work affecting the Right-of-Way of a State Highway; pursuant to Article 3, Section 52 of State Highway Law and Section 1220-c of the Vehicle and Traffic Law; and further authorizing the Supervisor to execute the necessary documents therefore. Motion was seconded by Councilor Bick.

PLAN(amending):
Councilor Hess moved the adoption of a resolution authorizing amendment to the
PLAN for the Town of Clay. Motion was seconded by Councilor Bick.

Appointment - CLAY VOLUNTEER FIRE DEPARTMENT, INC.:
Councilor Young moved the adoption of a resolution approving the appointment of
Matthew McGee as a member of the CLAY VOLUNTEER FIRE DEPARTMENT, INC. Motion was seconded by Councilor Hall.
Ayes – 7 and Noes – 0. Motion carried.
ONONDAGA COUNTY COMMUNITY DEVELOPMENT for the year 2020 (CPH):
Councilor Hall moved the adoption of a resolution calling a public hearing April 6,
2020, commencing at 7:38 P.M., local time, to solicit from Town of Clay residents their comments and input regarding the use of funds by the Town of Clay with respect to the applications for funding filed with ONONDAGA COUNTY COMMUNITY DEVELOPMENT for the year 2020. Motion was seconded by Councilor Young.
Ayes – 7 and Noes – 0. Motion carried.
REGULAR MEETING OF THE TOWN BOARD – March 16, 2020 Town of Clay
4 LOCAL LAW No. 3 of the YEAR 2020 (CPH) – One Year Temporary Moratorium:
Whereas, the Town of Clay has received several applications for new commercial
solar operations and solar utility substations within the Town, and,
Whereas, the Town does not currently have a comprehensive Town Policy or
applicable Town Code provisions to help guide the Town when determining proper land use considerations associated with the request, and,
Whereas, the Town recognizes the need to study the matter further and develop a
comprehensive policy and Code provisions, we hereby:
Councilor Young moved the adoption of a resolution calling a public hearing on
April 6, 2020, commencing at 7:41 P.M., local time, to consider proposed LOCAL LAW NO. 3 OF THE YEAR 2020 enacting a one-year Temporary Moratorium on the consideration, approval, and development of any and all commercial solar array installations and commercial solar utility substations within the Town of Clay for a period of one (1) year from the active date of the Local Law, or sooner if new legislation amending the policy or Code of the Town of Clay addressing commercial solar array permitting and installations is enacted. The purpose of this Local Law will be to stay all actions until the presentation/passage of amended Town Policy and Code provisions dealing with proposed new commercial solar utility substations are approved. It is the intent of the Local Law to specifically exempt existing applications as of the date of the public hearing as well as any and all non- commercial residential solar applications. Motion was seconded by Councilor Bick.

LOCAL LAW No. 4 of the YEAR 2020 (CPH) – Section 230-17 D (2)(b) Self- Storage Facility:
Councilor Meaker moved the adoption of a resolution calling a public hearing April
6, 2020, commencing at 7:44 P.M., local time, to consider proposed LOCAL LAW NO. 4 OF THE YEAR 2020 amending Section 230-17 D (2)(b) by adding item [10] Public Self-Storage Facility to the I-2 District to the Code of the Town of Clay. Motion was seconded by Councilor Hess.
