The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Bick made a motion to approve the minutes of the February 3rd, 2020
meeting. Motion was seconded by Councilor Pleskach.
Ayes – 5 and Noes – 0. Motion carried. Supervisor Ulatowski abstained due to his
absence.

Supervisor Ulatowski asked if anyone wished to address the Board on any items not on the agenda.
Ute Wood of McNamara Drive said that the “WELCOME TO THE TOWN OF CLAY” sign on Route 31 near the Cicero border needs attention. She said that it does not represent our Town well. Several of the Town Board Members agreed and thanked her for bringing it to their attention.

Special Permit (SEQR) – Town Board Case # 1148 - CHICK-FIL-A, INC. AND RAYMOUR & FLANNIGAN FURNITURE, LLC:
Councilor Meaker moved the adoption of a resolution that the application of CHICK-
FIL-A, INC. AND RAYMOUR & FLANNIGAN FURNITURE, LLC for a SPECIAL PERMIT pursuant to Section 230-16C. (2) (e) [2] to allow for a drive-in service located at 4000 State Route 31, Tax Map No. 055.-01-03.1, is an unlisted action with a completed EAF and involves no other permit granting agency outside the Town. The proposed project will not have a significant effect on the environment and therefore does not require the preparation of an EIS. Motion was seconded by Councilor Hess.
Ayes – 6 and Noes – 0. Motion carried.
Special Permit (A) – Town Board Case # 1148 - CHICK-FIL-A, INC. AND RAYMOUR & FLANNIGAN FURNITURE, LLC:
Councilor Meaker moved the adoption of a resolution approving the application of
CHICK-FIL-A, INC. AND RAYMOUR & FLANNIGAN FURNITURE, LLC for a SPECIAL PERMIT pursuant to Section 230-16C. (2) (e) [2] to allow for a drive-in service located at 4000 State Route 31, Tax Map No. 055.-01-03.1. Motion was seconded by Councilor Bick.

Councilor Bick moved the adoption of a resolution that the application of BARRETT
PAVING MATERIALS, INC. for a SPECIAL PERMIT pursuant to Section 230- 17 E. (2) (a) [4] to allow for the expansion of their facility to accommodate recycling, handling, and recovery of concrete, brick, rock, asphalt pavement, and asphalt millings at 4530 Wetzel Road, Tax Map No. 087.-01-04.2, is an unlisted action with a completed EAF and involves no other permit granting agency outside the Town. The proposed project will not have a significant effect on the environment and therefore does not require the preparation of an EIS. Motion was seconded by Councilor Hess.

3 Special Permit (A) – Town Board Case # 1149 - BARRETT PAVING MATERIALS, INC.:
Councilor Bick moved the adoption of a resolution approving the application of
BARRETT PAVING MATERIALS, INC. for a SPECIAL PERMIT pursuant to Section 230-17 E. (2) (a) [4] to allow for the expansion of their facility to accommodate recycling, handling, and recovery of concrete, brick, rock, asphalt pavement, and asphalt millings at 4530 Wetzel Road, Tax Map No. 087.-01-04.2. There shall be no retail sales of ANY type of product allowed on this site. Motion was seconded by Councilor Hess.
Ayes – 6 and Noes – 0. Motion carried.
Agreement/ Contract – Intermunicipal/ Village of North Syracuse for Code Enforcement Services:
Councilor Hess moved the adoption of a resolution approving the contract to provide
for the delivery of Code Enforcement Services within the Village of North Syracuse; and authorizing the Supervisor to execute the necessary document therefore. Motion was seconded by Councilor Bick.

Appointment - MOYERS CORNERS FIRE DEPARTMENT, INC.:
Councilor Hess moved the adoption of a resolution approving the appointment of
Megan Bates as a volunteer member of the MOYERS CORNERS FIRE DEPARTMENT, INC. – STATION 2 and Nicholas Thompson and Kimberly Vassenelli as volunteer members of the MOYERS CORNERS FIRE DEPARTMENT, INC. – STATION 3. Motion was seconded by Councilor Bick.

ZONE CHANGE – (CPH) – Town Board Case # 1150 – MVAH HOLDING, LLC and FAITH JOURNEY UNITED METHODIST CHURCH / TRINITY UNITED METHODIST CHURCH:
Councilor Pleskach moved the adoption of a resolution calling a public hearing
March 16, 2020, commencing at 7:35 P.M., local time, to consider the application of
METHODIST CHURCH FOR A ZONE CHANGE for the construction of two 3- story 24 unit apartment buildings, including associated parking and site improvements, located at 8396 Morgan Rd., Tax Map No. 060.-01-05.1. Motion was seconded by Councilor Hess.
