Supervisor Ulatowski moved the adoption of a resolution that Roberts Rules of Order
be the official rules of procedure at Town Board Meetings, subject to the Rules provided by the Town Law and like Statutes which shall prevail (except that there shall be no second reading of resolutions at Town Board Meetings unless the same is requested, and that there shall be no votes taken when the question of a pending resolution is called, unless an objection is stated to voting upon such resolution forthwith). of the Town of Clay in the Association of Towns and payment of the annual dues in the amount of $1650.00. Motion was seconded by Councilor Pleskach.

Councilor Young moved the adoption of a resolution appointing Supervisor
Ulatowski as delegate to the Association of Towns. Motion was seconded by Councilor Hess.

as alternate delegate to the Association of Towns. Motion was seconded by Councilor Hess.

Councilor Young moved the adoption of a resolution authorizing the Deputy
Supervisor to sign checks drawn on Town funds in the absence of the Supervisor. Motion was seconded by Councilor Hall.

Town Engineers:
Councilor Young moved the adoption of a resolution that C & S Engineers, Inc. be
retained by the Town of Clay to perform such Special District services as the Town may require and authorizing the Supervisor to enter into an annual contract with said firm. Motion was seconded by Councilor Bick.

Councilor Young moved the adoption of a resolution authorizing the Town
Engineers to update the “Town of Clay Zoning Map” annually, with payment for same to be authorized from the General Fund of the Town of Clay. Motion was seconded by Councilor Hall.

Councilor Pleskach moved the adoption of a resolution retaining Germain &
Germain as attorney(s) for the Zoning Board of Appeals, and to receive $16,000.00 for the Zoning Board of Appeals work for the year 2019. Motion was seconded by Councilor Hess.

Councilor Pleskach moved the adoption of a resolution designating the following as
the official 2019 depository banks for the Town of Clay: M & T Bank; JP Morgan Chase Bank; Key Bank National Association; Bank of America Bank; Alliance Bank, N.A.; Solvay Bank, RBS Citizens Bank, First Niagara Bank, NY CLASS and Pathfinder Bank – pooled cash investment program (class), or successor. Motion was seconded by Councilor Hess.

Newspaper Designation:
Councilor Pleskach moved the adoption of a resolution designating the Syracuse Post
Standard as the official Town Newspaper for 2019 and designating the Eagle Star Review as an additional newspaper for the publication of legal notices. Motion was seconded by Councilor Bick.

Councilor Meaker moved the adoption of a resolution appointing Russ Mitchell as
Chairman of the Planning Board for the year 2019. Motion was seconded by Councilor Hess.

Councilor Meaker moved the adoption of a resolution appointing Edward
Koolakian for a term of 5 years as a member of the Board of Ethics, pursuant to Ethics Law, Chapter 22, Article IV, Board of Ethics. Said term to expire December 31, 2023.Motion was seconded by Councilor Young.

Councilor Bick moved the adoption of a resolution appointing Mike Ploski and Jim

Clark, as a Marriage Officer for the Town of Clay, pursuant to Section 11 of the New York State Domestic Relations Law, effective immediately. Said appointment expires December 31, 2019. Motion was seconded by Councilor Hess.

Councilor Hess made a motion to approve the minutes of the December 17, 2018
meeting. Motion was seconded by Councilor Bick.

Supervisor Ulatowski said that he knew of no cancellations or requests for adjournments.
Correspondence:
Supervisor Ulatowski began by saying that he had received a number of inquiries regarding Caughdenoy Road and several accidents occurring in a short period of time. He explained that Caughdenoy Road is a County Road and he has already reached out to the County DOT to examine the resident concerns and to review the data. The three recent accidents were a result of human behavior; the first, a speeding incident, the second involved alcohol and the driver in the third accident was texting. The County has put up speed signs to alert drivers to the speed they are traveling. They said that they are also willing to review the road geometry and possibly change the design depending on the results, adding that might include signage and perhaps a guiderail.
The Supervisor explained that he has also reached out to National Grid regarding the loss of power when the accidents occurred. Several residents were present to express their concern and displeasure with the situation. They explained that the accidents have left them with no power for long periods of time. Michael DeStefano, a resident on Caughdenoy Road said that he had reached out to National Grid with no results. Supervisor Ulatowski explained that one of the Town Board members is an employee of National Grid and has been looking into this as well. Councilor Hess said that they are looking into the possibility of relocating the two poles affected. Mr. DeStefano asked Councilor Hess what his title is; Councilor Hess responded Consumer Representative. Mr. DeStefano continued that he had no luck with the line foreman. He stated that he had asked about rewiring to improve what is outdated adding that this could be done quickly and cheaply. The Supervisor again stated that he has reached out in several directions to try to improve this issue. He explained that the Town of Clay is giving this issue its full attention. 8 The Supervisor asked if anyone wished to address the Board on any items not on the agenda.
Mike LaPoint of Perrugia Lane asked about the sales tax. He continued that Legislator Rowley was at the last meeting and wondered if the Town had any new information. Supervisor Ulatowski said that he would paraphrase, explaining that there are five steps to implement a new plan. He said that the New County Exec. and the City Mayor have worked together to find the most workable solution for all. Mr. LaPoint asked for clarification; the Villages, the School districts, the City and the County all receive revenue, what do the Towns get? The Supervisor explained that the portion “given” to the County is used to offset the County taxes paid by residents; he added that the Towns may borrow for special projects. He suggested that Mr. LaPoint reach out to his Legislator for more information. Mr. LaPoint said that he would.
Mr. LaPoint then asked if there was anything going on at the Great Northern Mall. He continued that he had heard of someone going into the former Macy’s site and opening some high end restaurants and gaming. There was a short discussion about portions of the mall that are individually owned and not a part of the mall as a whole. There is no agreement in place at this time. Another resident asked about a County project at the intersection of Route 31 and Caughdenoy Road. The Supervisor explained that there is nothing yet however there are things on the horizon (no details at this time).
Services Agreement - CENTRAL NEW YORK REGIONAL PLANNING AND DEVELOPMENT BOARD:
Councilor Hess moved the adoption of a resolution authorizing the Supervisor to
enter into a Services Agreement between the CENTRAL NEW YORK REGIONAL PLANNING AND DEVELOPMENT BOARD and the TOWN OF CLAY for land use planning and conceptual site design for approximately 58 acres of Town owned lands located at Erie Canal Lock 23, and to execute the necessary document therefore. Motion was seconded by Councilor Pleskach.

Contract- TOWN OF CLAY LANDFILL POST CLOSURE ENVIRONMENTAL MONITORING PROGRAM:
Councilor Pleskach moved the adoption of a resolution authorizing the Supervisor to
execute a contract with C & S ENGINEERS, INC., for professional services to be rendered for the year 2019 in compliance with the DEC Regulations for the TOWN

January 23, 2019, commencing at 7:35 P.M., local time, to consider the application of CASUAL ESTATES, LLC D/B/A MADISON VILLAGE MOBILE HOME COURT, for the renewal of its license for the year 2019. Motion was seconded by Councilor Hall.

Councilor Hall moved the adoption of a resolution calling a public hearing January
23, 2019, commencing at 7:38 P.M., local time, to consider the application of STEPHEN C. NICOLAOS FOR A SPECIAL PERMIT pursuant to Section 230- 13 A. (2) (e) [7] to allow for a two-family dwelling on land located at 7681 Oswego Rd., Tax Map No. 085.-13-08.0. Motion was seconded by Councilor Meaker.
