At the REGULAR MEETING of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the 3rd of December, 2018 at 7:30 P.M., there were:

The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance. Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the November 19th, 2018

meeting. Motion was seconded by Councilor Hall.

Ayes – 7 and Noes – 0. Motion carried.

Cancellation and/or requested adjournments.

Supervisor Ulatowski said that he knew of no requests for adjournments or cancellations. Correspondence:

Supervisor Ulatowski asked if anyone wished to address the Board on any items not on the agenda.

No one responded. REGULAR MEETING OF THE TOWN BOARD – December 3rd, 2018 Town of Clay

2 Stop Sign(s) (2) Capricorn Drive and Libra Lane (SEQR):

Councilor Pleskach moved the adoption of a resolution that the amendment of

CHAPTER 211, TRAFFIC AND VEHICLES ORDINANCE of the Code of the

Town of Clay, SECTION 211-12 “STOP INTERSECTIONS,” SCHEDULE IX (§211-42), to designate and provide for TWO (2) ADDITIONAL STOP SIGNS to be installed at the intersection of Capricorn Drive and Libra Lane to make a three-way stop; and the installation of the necessary signs therefore is an unlisted action with a completed EAF and involves no other permit granting agency outside the Town. The proposed project will not have a significant effect on the environment and therefore does not require the preparation of an EIS. Motion was seconded by Councilor Hess.

Ayes – 7 and Noes – 0. Motion carried.

Stop Sign(s) (2) Capricorn Drive and Libra Lane (A):

Councilor Pleskach moved the adoption of a resolution approving the amendment

of CHAPTER 211, TRAFFIC AND VEHICLES ORDINANCE of the Code of the Town of Clay, SECTION 211-12 “STOP INTERSECTIONS,” SCHEDULE IX (§211-42), to designate and provide for TWO (2) ADDITIONAL STOP SIGNS to be installed at the intersection of Capricorn Drive and Libra Lane to make a three-way stop; and the installation of the necessary sig therefore. Motion was seconded by Councilor Hess.

Meeting Date Change (A):

Councilor Meaker moved the adoption of a resolution cancelling the January 21,

2019 Town Board Meeting and rescheduling same to Wednesday, January 23,

2019, commencing at 7:30 P.M., local time, due to the Martin Luther King Holiday. Motion was seconded by Councilor Pleskach.

Ayes – 7 and Noes – 0. Motion carried.

Meeting Cancellation (A):

Councilor Meaker moved the adoption of a resolution cancelling the February 18,

2019 Town Board Meeting, due to President’s Day and due to the annual Association of Towns meeting. Motion was seconded by Councilor Hess.

Ayes – 7 and Noes – 0. Motion carried.

REGULAR MEETING OF THE TOWN BOARD – December 3rd, 2018 Town of Clay

3 AUDIT – Judicial (2017) (A):

Councilor Hall moved the adoption of a resolution that the Town of Clay does hereby

accept the Judicial Audit of the Town for the Fiscal Year ended December 31, 2017.

Motion was seconded by Councilor Hess.

Ayes – 7 and Noes – 0. Motion carried.

AUDIT – Town (2017) (A):

Councilor Hall moved the adoption of a resolution accepting the Town Audit for the

Fiscal Year ended December 31, 2017. Motion was seconded by Councilor Bick.

Ayes – 7 and Noes – 0. Motion carried.

The meeting was adjourned at 7:34 P.M. upon motion by Councilor Young and seconded by Councilor Bick.
