TOWN OF CLAY
LOCAL LAW NO. 2 OF THE YEAR 2011 AMENDING CHAPTER 22, entitled 'ETHICS Section 22-5
Rules to conflict of interest; 22-6 Standards applying to all Town Employees and Section 22-14 to tlie
Code of the Town of Clay.
It is the purpose of tliis local law to add to CHAPTER 26 entitled '^ETHICS'* by amending Section 22-5 Rules to conflict of interests, adding a new paragraph as follows: No supervisory or management employees may participate in the appointment or recommend the appointment of an immediate family member, domestic partner, and/or a person with whom they have a close personal or business relationship, to a position in any department or office over which they have control. Amending Section 22-6 Standards applying to all Town Employees - adding a paragraph K. No officer or employee may use government letterhead, personnel, equipment, supplies or resources for a non-governmental purpose, nor may they do personal or private activities during required working hours. Amending Section 22.14 Powers -- adding new paragraphs entitled as follows: P. The Board will meet annually after reviewing the annual financial disclosure requirements have been distributed and retumed in the month of May. At which time the Board of Ethics will review the forms to ensure they are completed. Q. The Board of Ethics will create an annual list of outside businesses which they will obtain while reviewing the disclosure forms in the month of May. Said list will be distributed to department heads for review when considering contracts and purchases in order to identify and avoid possible conflicts of interest. The Board will also draft a report to the Town Board with their findings all ethical discussion and activity to the Town Board to the Code of the Town of Clay.
IT IS ENACTED by the Town Board of the Town of Clay, County of Onondaga as follows: SECTION 1. Chapter 22 entitled "ETHICS, is amended by adding a new paragraph to Section 22.5 "No supervisory or management employees may participate in the appointment or recommend the appointment of an immediate family member, domestic partner, and/or a person with whom they have a close personal or business relationship, to a position in any department or office over which they have control".
