Maintenance & Operations Appreciation Week Proclamation The appearance of our buildings and grounds has a significant impact on the environment for suitable learning for our students, working conditions for district employees, and is a sense of pride for our community.

The Maintenance and Operations Department employees contribute to the school family and community by upholding professional work standards, receiving timely training, and approaching all tasks in a strong, collective spirit of teamwork, which contributes to their overall work effectiveness. They exhibit diligence, patience, and professionalism in adjusting to new challenges and situations that occur in the school buildings and grounds.

To honor the Maintenance and Operations Department employees of the North Syracuse Central School District and their accomplishments and, I, Michael Mirizio, President of the Board of Education of the North Syracuse Central School District, on behalf of the Board, express our deepest gratitude hereby declare the week of September 14, 2026 through September 18, 2026 as Maintenance and Operations Appreciation Week to be celebrated with appropriate educational activities. IT Professionals Appreciation Day Proclamation The effective use of technology has a significant impact on the learning environment for our students, working conditions for district employees, and the ability of our schools to effectively serve our community. The Information Technology Department employees contribute to the school family and community by maintaining reliable and secure technology systems, providing timely support and training, and approaching all tasks with a strong, collective spirit of teamwork, which contributes to the overall effectiveness of our district. They exhibit diligence, patience, professionalism, and adaptability in responding to new technologies, cybersecurity challenges, and the many situations that occur throughout our schools.

To honor the Information Technology Department employees of the North Syracuse Central School District and their accomplishments, I, Michael Mirizio, President of the Board of Education of the North Syracuse Central School District, on behalf of the Board, express our deepest gratitude and hereby September 15, 2026 as Information Technology Professionals Appreciation Day , to be celebrated with appropriate educational activities. RECOMMENDED BOARD ACTION: Proclaim September 15, 2026 as IT Professionals Appreciation Day to be celebrated with appropriate educational activities. c. Update on Artificial Intelligence Presentation Mr. Jason Clark, Director of Technology, will present on artifical intelligence and district guidelines.

COMMENTS FROM THE AUDIENCE Board of Education meetings are meetings that the public is welcome to attend and observe. However, the North Syracuse Central School District Board of Education welcomes your comments on matters related to the district. A period of time, not to exceed 30 minutes, is set aside at Regular meetings of the board for the purpose of hearing comments from interested individuals. Board of Education members will not engage in conversation or answer questions during this portion of the meeting. ISSUES INVOLVING PARTICULAR STUDENTS OR EMPLOYEES ARE NOT PERMISSIBLE TOPICS DURING THE PUBLIC MEETING.

EMPLOYEE OR STUDENT CONCERNS SHOULD BE ADDRESSED TO THE SUPERINTENDENT OF SCHOOLS DURING REGULAR BUSINESS HOURS.  ONE SPEAKER PER LINE. EACH SPEAKER IS ALLOWED UP TO THREE (3) MINUTES TO PRESENT THEIR REMARKS.  THERE WILL BE NO MORE THAN TEN (10) INDIVIDUAL SPEAKERS ALLOWED DURING THIS PORTION OF THE MEETING.  YOU CANNOT GIVE OR DEFER YOUR TIME SLOT TO ANOTHER PERSON.  ALL REMARKS MUST BE ADDRESSED TO THE PRESIDENT OF THE BOARD, OR THE PRESIDING OFFICER. Most questions related to the schools can be answered by a responsible school official, by calling during business hours. Written questions may also be addressed to school staff, department directors, central administration or the Board of Education.

Student Board Member Comments 5. CONSENT AGENDA - ROUTINE ACTION ITEMS a. Consideration of Approval of the Minutes of the Regular Meeting of the Board of Education of August 24, 2026 b.

Consideration of the Classification and School Placement of Disabled Students Certified by the District Committee on Special Education for 8/19, 8/25, 8/26 and 8/31/2026 When the District Committee on Special Education certifies the eligibility of students within the district as disabled, it is required by State Statute, Chapter 853, Article 69, Section 4402.1B(3) (a-g) and Regulations of the Commissioner of Education, Section 200.5(b) that the Committee make recommendations to the Board of Education on classification and placement. The Board of Education, pursuant to Regulations of the Commissioner, Section 200.5(b)(3), shall notify the parent(s)/guardian(s) of its decision within thirty (30) days, of the Committee's recommendation. The lists are included in each board member's packet.

All personally identifiable information (student name) is deleted and students are reported by student number. The Deputy Superintendent will be available at the Board of Education meeting to supply any other needed information. c. Declaration of Marketable and Non-Marketable Surplus The District has marketable surplus at various locations. Marketable surplus, which has some value to others, will be offered for disposal through an on-line auction conducted by Auctions International. The District has non-marketable equipment at various locations. It is recommended that the Board of Education declare the non-marketable surplus be disposed of. RECOMMENDED BOARD ACTION: Approve the consent agenda as presented. 6. ITEMS REMOVED FROM CONSENT AGENDA FOR INDIVIDUAL CONSIDERATION 7.

DISCUSSION/ACTION ITEMS a. Approve the Intermunicipal Agreement for Law Enforcement Security Services between the North Syracuse Central School District and the County of Onondaga Onondaga County will provide School Resource Officers and related law enforcement and security services to the North Syracuse School District. b. Resolution to Restate the North Syracuse Central School District 403(b) Plan

WHEREAS, the Employer has maintained the North Syracuse CSD (“Plan”) since January 1, 2009 for the benefit of eligible employees; and

WHEREAS, the Employer is restating the above-referenced Plan to comply with 2022 Cumulative List of Changes in Section 403(b) Requirements for 403(b) Pre-approved Plans and to continue to receive the tax benefits of an IRS pre-approved plan.

NOW, THEREFORE,

BE IT RESOLVED that the Employer hereby adopts the North Syracuse CSD as a complete restatement of the prior Plan, to be effective on January 1, 2026; RESOLVED FURTHER that the District's Associate Superintendent for Business Services is authorized to execute the restated Plan document and authorize the performance of any other actions necessary to implement the adoption of the Plan restatement. c. Resolution to Create Positions

WHEREAS the North Syracuse Central School District, in reviewing current needs of students based on enrollment as determined that certain positions need to be created;

NOW, THEREFORE,

BE IT RESOLVED AS FOLLOWS: I. Civil Service: Teacher Aide The following positions be hereby created effective September 15, 2026:  Add an additional 10.0 hours/week to an existing 20.0 hours/week position, resulting in a 30.0 hour/week position at Roxboro Road Elementary  Add an additional 9.5 hours/week to an existing 10.0 hours/week position, resulting in a 19.5 hour/week position at Gillette Road Middle School II. Civil Service: School Monitor: The following position be hereby created effective September 15, 2026:  1 Total 0.25 FTE School Monitor position - NSJH RECOMMENDED BOARD ACTION: Approve the resolution as presented. d. Resolution to Increase Substitute Pay Rates

WHEREAS the North Syracuse Central School District, in reviewing current pay rates for retiree substitutes, has determined for reasons of recruitment and efficiency, it is necessary to adjust rates for certain non-instructional substitutes;

NOW, THEREFORE,

BE IT RESOLVED AS FOLLOWS: I. Office Personnel Substitute The following rate of pay shall be and hereby is increased effective September 15, 2026 Office Personnel Substitute: From $16.00 to $18.00 per hour Retiree rate: From $21.04 to $24.57 II. Bus Attendant Substitute The following rate of pay shall be and hereby is increased effective September 15, 2026 Retiree Rate: from $23.38 to $24.36 III. Bus Driver Substitute The following rate of pay shall be and hereby is increased effective September 15, 2026 Retiree Rate: from $30.95 to $32.27 IV. Teacher Aide Substitute The following rate of pay shall be and hereby is increased effective September 15, 2026 Teacher Aide Substitute: From $16.00 to $18.00 per hour Retiree Rate: from $17.00 to $21.77 V.

Food Service Substitute The following rate of pay shall be and hereby is increased effective September 15, 2026 Retiree Rate: from $18.00 to $20.19 RECOMMENDED BOARD ACTION: Approve the resolution as presented. e. Approve Special Board Meeting 10-13-2026 Special Board of Education Meeting on Tuesday, October 13 at 5:30 p.m. at the Jerome F. Melvin Administrative Building, 5355 West Taft Road, North Syracuse, NY 13212. RECOMMENDED BOARD ACTION: Approve the Special Board of Education Meeting on Tuesday, October 13, 2026. f. Acknowledgement of Appointment of Impartial Hearing Officer A request has been received to appoint an impartial hearing officer pursuant to Part 200 of the Regulations of the Commissioner of Education.

Under the authority given to the Board President at the Annual Organizational Meeting, Mr. Mirizio appointed Marisa Carbone on September, 11, 2026 as Impartial Hearing Officer for this request. RECOMMENDED BOARD ACTION: Acknowledge the the appointment of Ms. Marisa Carbone as Impartial Hearing Officer pursuant to Part 200 of the Regulations of the Commissioner of Education. g.
