Mr. Mirizio called the meeting to order at 5:30 p.m.
Board President Michael Mirizio led the Pledge of Allegiance.
Mr. Mirizio asked for a Moment of Silence for the following:
John Tourtellotte, a graduate of the North Syracuse Central School District, John Ferrara, a graduate of the North Syracuse Central School District and Jennifer Smolnik, a graduate of the North Syracuse Central School District.
Board President Michael Mirizio recognized Board Member Michael Shusda and Ex-Officio Student Board Member Brigid Gill for their contributions during the past year and presented each with a plaque of appreciation.
Dr. Ward presented Mr. Farfaglia with a plaque from the New York State School Boards Association in recognition of his Lifetime Achievement Award and his dedicated service to public education.
Mr. Timothy Bednarski, Director of Athletics, presented the Athletics Department's annual report to
the Board of Education. A video highlighting the department's accomplishments was shown, and Mr. Bednarski recognized Unified Sports coaches Eric Smith and Becky Jones for their dedication and contributions to the program.
There were no comments from the audience.
Mr. Thorne stated the Policy Committee held their last meeting of the year on June 9th and the
updated Code of Conduct Policy, renamed District Standards of Conduct and Care is on the
agenda for readoption. Mr. Farfaglia stated the last Legislative Committee meeting of the year
was held on June 3rd at Twin Trees.

SUPERINTENDENT Dr. Ward shared a few brief updates with the Board. He thanked everyone for their
advocacy during this year's New York State budget process and expressed his appreciation to Assembly member Pam Hunter for securing $200,000 for the district and Assembly member Al Stirpe for securing $520,000 in funding. He noted that the district looks forward to continuing its partnership with both legislators. Dr. Ward also shared that he is looking forward to graduation, noting that it marks the conclusion of his first full school year in the district.
Mr. Mirizio congratulated the class of 2026, and that Friday will be a great evening. He also
thanked our staff and teachers for another successful year.
Ms. Gill shared that this was her final Board of Education meeting as the Ex Officio Student Board
Member and thanked the Board for the incredible opportunity to serve. She said the past year had been a wonderful experience and that she was proud to be graduating as a NorthStar on Friday. Ms. Gill concluded by introducing Mia Lieu, who will serve as the Ex Officio Student Board Member for the 2026–2027 school year, with her term beginning on July 1, 2026.
Mr. Farfaglia made the motion to approve the Minutes of the Regular Meeting of the Board REGULAR Education on May 12, 2026. Mr. Shusda seconded the motion and it was carried with seven
yes votes.

Roxboro Road Middle School was randomly selected to participate in the Youth Tobacco Survey conducted by the New York State Department of Health. As a result, the school was awarded a $500 stipend which will be used to support student and community engagement initiatives at Roxboro Road Middle School.

Schenectady-Saratoga BOCES, Madison-Oneida BOCES and Broome-Tioga BOCES) have collaborated and entered into an Article 5 General Municipal Law intermunicipal arrangement for the purpose of improving vendor management and data security and privacy practices for school districts and/or BOCES statewide known as the RIC ONE Risk Operations Center (the “ROC”);
WHEREAS, the Board of Education of the , through its affiliation with a locally based Regional
Information Center, participates with the ROC and desires, for the 2026-2027 fiscal year, to authorize the ROC and its attorneys to negotiate Data Privacy Agreements and related exhibits (DPAs) with vendors and third-party contractors that include the requirements of, and compliance with, New York State Education Law Section 2-d and Part 121 Regulations (collectively, “Ed Law 2d”) related to student personally identifiable information (PII) and certain Teacher and Principal APPR data;"
WHEREAS, the ROC also partners with NYSED, the Access4Learning Student Data Privacy
Consortium (SDPC) and The Education Cooperative (TEC), to negotiate and approve Ed Law 2-d compliant DPAs;
WHEREAS, the DPAs are presented to school districts and/or BOCES for final execution and do
not require the expenditure of funds beyond those budgeted;
BE IT RESOLVED, the North Syracuse Central School District Board of Education authorizes the
