The Superintendent of Schools called the meeting to order at 5:00 p.m. and led in the Pledge of Allegiance.
Ms. Herrera administered the Oath of Office to newly elected Board members Cheryl McDonald, Michael Mirizio and Carol Goehner (three- year terms commencing July 1, 2026), and Joshua Ludden (one-year term commencing July 1, 2026). The District Clerk also administered the Oath of Office to Mia Lieu, Student Ex-Officio Board Member.
Mr. Crabtree made the nomination to appoint Michael Mirizio as President of the Board of Education and that the nomination be supported with majority support of the Board of Education. Ms. McDonald seconded the motion and it was carried with eight yes votes.
Ms. Sugrue made the nomination to appoint Paul Farfaglia as Vice President of the Board of Education and that the nomination be supported with majority support of the Board of Education. Mr. Ludden seconded the motion and it was carried with eight yes votes.

Mr. Crabtree made the motion to appoint the following Board members and community member to the Board Audit Committee for the 2026-2027 school year: Board of Education President, Board of Education Vice President, and Michael Shusda, Community Member. Mr. Ludden seconded the motion and it was carried with eight yes votes.
Mr. Ludden made the motion to approve items 5.01 through 5.26 together. Ms. McDonald seconded the motion and it was carried with eight yes votes.
To appoint Vincent Love as District Treasurer and Donald Keegan as Deputy Treasurer for the 2026-2027 school year.
To appoint Jilian K. Herrera as District Clerk for the 2026-2027 school year at an annual salary of $79,120 effective July 1, 2026, with continuation of non-affiliated employee benefits; and to appoint Donald Keegan as Deputy District Clerk in the absence of Jilian K. Herrera.
To appoint Suzanne Lepkowski as Part-Time Claims Auditor at an hourly rate of $44.93 for the 2026-2027 school year, with a bond established at $1,000,000.

B. OCM BOCES Board Representative Report Mr. Crabtree presented an update on the OCM BOCES Superintendent search.
C. Superintendent's Comments Dr. Ward thanked Kate Loveland, Director of Security, for organizing the reunification training. He noted that all District Office staff participated in the training. Dr. Ward also highlighted the dates for the anticipated Capital Project vote, tentatively set for Thursday, December 17th.
D. Board of Education Comments Mr. Mirizio welcomed new board member Carol Goehner and Mia Lieu. Ex Officio Student board member.

authorize the disposal of marketable surplus through an online auction conducted by Auctions International. Mr. Ludden seconded the motion and it was carried with eight yes votes.

Request for Approval of Consulting Agreement (D'Imperio Law PLLC) Mr. Ludden made the motion to approve the consulting agreement between the North Syracuse Central School District and Dominic D'Imperio, Esq., through D'Imperio Law PLLC for the term of July 1, 2026, to June 30, 2027. Ms. Sugrue seconded the motion and it was carried with eight yes votes.

Approve the Resolution Appointing Co-Chairperson 2026-2027 School Year Mr. Ludden made the motion to appoint Rocco Nalli as Co-Chairperson to serve on the District Committee on Special Education for the 2026-2027 school year. Mr. Farfaglia seconded the motion and it was carried with eight yes votes.
E. Approve the Resolution Authorizing Settlement Comm 2014-USB4 Brewerton Road, LLC and Mattydale Commons, LLC v. The Town of Salina Ms. Sugrue made the motion to approve the settlement of the tax assessment proceedings with the Petitioners, authorizing District refunds not to exceed $7,006.12 (subject to final audit) for tax map parcels 056.-01-01.4 and 056.-01-03.1, and directing the District Treasurer to pay refunds without further action of the Board. Approve the Resolution Authorizing Settlement Auto Zone #4737 Mr. Farfaglia made the motion to approve the tax certiorari settlement with AutoZone #4737 for parcel 8037 Brewerton Road, Town of Cicero (Tax Map ID: 045.-01-04.1), providing no reduction for 2023-24, 2024-25, and 2025-26 with school tax refunds waived, and a reduction of assessment to $875,000 for the 2026-2027 tax year. Mr. Ludden seconded the motion and it was carried with eight yes votes.
G. Approve the Resolution Authorizing Settlement Target #2295 Ms. Sugrue made the motion to approve the tax certiorari settlement with Target #2295 for parcel 8061 Brewerton Road, Town of Cicero (Tax Map ID: 045.-01-01.1), providing no reduction for 2022-2023 through 2025-2026 with school tax refunds waived, and a reduction of assessment to $6,745,840 for the 2026-2027 tax year. Mr. Ludden seconded the motion and it was carried with eight yes votes.
H. Approve the Resolution for Agreement between NSCSD and Ro Health Mr. Farfaglia made the motion to approve the healthcare staffing services agreement between the District and Ro Health, effective July 1, 2026. Ms. Sugrue seconded the motion and it was carried with eight yes votes.
I. Request to Approve Lease Agreement with YMCA Before and After School Child Care Program Ms. McDonald made the motion to approve the lease agreement with the Young Men's Christian Association of Central New York (YMCA) for a Before and After School Child Care Program at Allen Road, Cicero, KWS Bear Road, and Roxboro Road Elementary schools, extending from September 8, 2026, until June 25, 2027. Mr. Hermann seconded the motion and it was carried with eight yes votes.
J. Re-authorization to Enter into a Lonergan Park License Agreement with the Village of North Syracuse Mr. Ludden made the motion to approve the license agreement with the Village of North Syracuse for parking and egress serving Lonergan Park on the District-owned driveway and strip, in force until July 31, 2027, for a license fee of $1.00 per year. Ms. Sugrue seconded the motion and it was carried with eight yes votes.
K. Re-authorization to Enter into a Fuel and Wash Agreement with the Village of North Syracuse Mr. Ludden made the motion to approve the fuel and wash facility agreement with the Village of North Syracuse, in force until July 31, 2027, allowing the Village to utilize fuel and bus washing facilities in exchange for mutual sweeping, landscaping, and inspection services. L. Re-authorization Agreement with State of New York Department of Transportation for Shared Services Mr. Farfaglia made the motion to approve the Shared Services Agreement with the NYSDOT (Region 3) for a term of one (1) year, not to exceed $10,000, under which NYSDOT will provide salt/sand storage at 5430 South Bay Road in exchange for 2.5% of the salt stored.
