Allison Kadick commented regarding personnel changes at RRES.
Mr. Thorne stated that the Policy Committee met last week and there are three policies on the
agenda for tonight. He wanted to thank Jason Clark for his efforts with the AI Policy.
On April 8th, the legislative committee met. We had a great presentation. There were a lot of people there—representatives from all of our legislators, students, and it was a big crowd. Josh and Paul did a phenomenal presentation on Tier 6, and as you know, that is really moving forward. I’m thankful to the people who went to Albany, so it was a great presentation. We also had a presentation from Wesley from the Canteen. The Canteen is a place for students from the junior high and high school to attend after school, and it is just booming—hundreds and hundreds of kids are going on a daily basis.
Thanks to Jill and Lori Cook, we’ve started our “Get Out the Vote” initiative. On your desks or tables, you each have two pieces of paper.
Not everyone can make it on May 19th to the polling location, but I know quite a few people— especially elderly individuals—still want to vote. There is a mail ballot application. This can go to anyone 18 years old and up. It is very easy to do: you mail it in or bring it to Jill, and they get to vote.
The other option is the absentee ballot, which we’ve had for years. A fear of contracting COVID-19 is one of the qualifying reasons, along with medical conditions. Jill will be sending many of these out in the mail.
If you know someone, please encourage them to vote—every vote counts.
Mr. Crabtree stated he is very upset this year because education has not even been talked about in
the last two months. We’re going to get some funding, and whether North Syracuse gets it or not, the 1% is not going to be 1%—they’ve agreed to 2%. But because of other issues, this budget probably will not be passed. I’m hearing mid-May to late May. Regular Meeting of the Board of Education 485
Some of the issues include climate leadership, car insurance, and housing—not education. It upsets me that legislators know we have to vote tonight. All 23 component school districts are meeting right now, from Cortland, Homer, North Syracuse—we all have to vote tonight. I’m just disappointed. Very disappointed.
The other night, Michael and I attended the annual dinner of superintendents and board members at Cortlandville. There were 60 in attendance.
Tonight, you will be voting on two things. First, the administrative budget of $11,722,448. This does not include program services like special education or innovation tech. North Syracuse will be paying $345,877, based on enrollment, since our enrollment is the largest in OCM BOCES. You will also be voting on three candidates to represent their districts on the 11-member BOCES board:
Joan Reeves (Baldwinsville) Nick Blaney (Liverpool) Jennifer Welch (Marcellus) There were also two National Technical Honor Society ceremonies, similar to what we have at CNS. The first was at the OCC arena, where 31 or 32 CNS students were recognized, and Dr. Ward attended. The second was at Cortlandville and was also a wonderful ceremony. The last thing I want to talk about is very personal to me. Dr. Matthew Cook met with the board and will be retiring in December of 2026.
Dr. Cook, unlike many superintendents, has worked with this board night in and night out, so we got to know him very well. He has completed seven superintendent searches in the last two years and is finishing his last one this week with Onondaga Central. He is an amazing man who began his career not as a teacher or principal, but as a social worker. Every day in his decisions, he thinks about students who need different opportunities. He has been with us for six years. Dr. Ward has worked with him for many years, and his input into programs has been tremendous.
Look at all the programs in your booklet—he led most of those. It is a team effort, but his leadership is clear. Programs like EMT/fire, heavy equipment, and an upcoming veterinary program are examples of his impact.
The commissioner will appoint a consultant, and we will go through the selection process. Candidates will eventually be sent to Albany, interviewed by the commissioner, and approved or not approved before returning to us.
SUPERINTENDENT Dr. Ward commented on the upcoming retirement of Dr. Matt Cook, Superintendent of OCM
BOCES, noting that he has been excellent to work with and has served as a mentor to many across the region. He stated that Dr. Cook will be greatly missed. Dr. Ward also highlighted recent math performance data. He reported a 3% increase in math proficiency across New York State, with several district schools exceeding that growth by a significant margin. Lakeshore Elementary School increased by 16%, Smith Road Elementary School by 6%, and Roxboro Road Elementary School by 11%. Overall, the district experienced an average increase of approximately 7 percentage points across all buildings. He noted that achieving growth at a rate higher than the state average is a significant accomplishment.
Mr. Mirizio shared that he had the opportunity to attend the junior high talent show and
found it to be amazing. He noted that our students are incredibly talented and said he is looking forward to the CNS Late Show in a couple of weeks.
STUDENT BOE Ms. Gill commented on the junior high talent show, stating that everyone did a wonderful job. She
specifically recognized the students in 4D and highlighted the amazing work they do. She also congratulated the CNS boys lacrosse, girls golf, and boys baseball teams, all of whom had wins last week. Additionally, she congratulated the Seal of Biliteracy participants, who will be presenting at BOCES next week.

Mr. Hermann made the motion to declare the non-marketable surplus equipment listed as non- marketable and be disposed of; and marketable surplus, which has some value to others, be disposed through an online auction conducted by Auctions International. Mr. Thorne seconded the motion and it was carried with seven yes votes.
ADOPT THE NSCSD Mr. Thorne made the motion to adopt the foregoing resolution.

of Onondaga, Cortland and Madison Counties (the "BOCES") duly presented its tentative 2026- 2027 administrative budget of $11,722,448 at its 2026 annual meeting; and
WHEREAS, the Board desires to approve said tentative administrative budget;
NOW, THEREFORE BE IT RESOLVED, as follows:
The BOCES' tentative budget of $11,722,448 is hereby approved.

An anonymous gift of $5,000.00 was received by the District from the Friends of the North Syracuse Early Education Program for the benefit of NSEEP.

Mr. Shusda made the motion to approve a consulting services agreement between the District and

WHEREAS, a claim for workers’ compensation benefits was filed by a former employee regarding
an injury sustained on April 25, 2023; and Regular Meeting of the Board of Education 488
WHEREAS, the claimant’s employment with the North Syracuse Central School District
was subsequently terminated on May 28, 2024, pursuant to Civil Service Law Section 71; and
WHEREAS, the District’s Third-Party Administrator, NCA Comp, and legal counsel have
negotiated a proposed Section 32 Waiver Agreement for the indemnity portion of the claim in the amount of $100,000.00; and
WHEREAS, it has been determined that this settlement is projected to result in a future cost
avoidance for the District of approximately $55,000 to $110,000; and
WHEREAS, the District maintains a Workers’ Compensation Reserve specifically for the
purpose of funding such liabilities;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the North
Syracuse Central School District hereby approves the indemnity-only settlement of the aforementioned claim in the amount of $100,000.00; and BE IT FURTHER RESOLVED, that the Board authorizes the use of funds from the Workers’ Compensation Reserve to satisfy this obligation; and
BE IT FURTHER RESOLVED, that the Superintendent of Schools, or their designee, is authorized to execute the Section 32 Settlement Agreement and any other documents necessary to finalize this matter.
