At the Regular Meeting of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the 4th of September, 2013 at 7:30 P.M., there were:

The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Bray moved the adoption of a resolution to Approve the Minutes of the

August 19th 2013 Town Board Meeting. Motion was seconded by Councilor Young.

Ayes-4 and Noes-0. Motion carried. Councilors Edick and Johnson abstained due

to their absence at that meeting.

Project – Drainage (PH) THE FARMSTEAD DRAINAGE DISTRICT:

A public hearing to consider a Petition for the creation of a drainage district within the Town of Clay to be designated and known as "THE FARMSTEAD DRAINAGE DISTRICT" and for the construction and acquisition of a drainage system therein to be designated and known as "THE FARMSTEAD DRAINAGE DISTRICT, CONTRACT NO. 1.” (The Farmstead Subdivision) was opened by the Supervisor.

Project – Sewer (PH) THE FARMSTEAD SEWER DISTRICT:

A public hearing to consider a Petition for the creation of a sewer district within the Town of Clay to be designated and known as "THE FARMSTEAD SEWER DISTRICT" and for the construction and acquisition of a sewer system therein to be designated and known as "THE FARMSTEAD SEWER DISTRICT, CONTRACT NO. 1.” (The Farmstead Subdivision) was opened by the Supervisor.

A public hearing to consider a Petition for the creation of a water supply district within the Town of Clay to be designated and known as "THE FARMSTEAD WATER SUPPLY DISTRICT" and for the construction and acquisition of a water supply system therein to be designated and known as "THE FARMSTEAD WATER SUPPLY DISTRICT, CONTRACT NO. 1.” (The Farmstead Subdivision) was opened by the Supervisor.

Project – Lighting (PH) THE FARMSTEAD LIGHTING DISTRICT:

A public hearing to consider a Petition for the creation of a lighting district within the Town of Clay to be designated and known "THE FARMSTEAD LIGHTING DISTRICT, CONTRACT NO. 1.” (The Farmstead Subdivision) was opened by the Supervisor.

Alex Wisnewski of LJR Engineering, began by explaining that there will be 213 lots in 8 sections between Maple and Grange Roads. The proposed project will house the stormwater management facility on site to north east of the parcel.

The sewers will tie into the County pump station at the Oak Orchard facility. Mr. Wisnewski explained that it will be grandfathered by WEP (Water Environmental Protection). Supervisor Ulatowski asked for confirmation of this. Ron DeTota stated that there will not be an adverse reaction and that the County Executive will sign her approval.

3 The water will be supplied by the Onondaga County Water Authority.

Mr. Wisnewski said that the cost for lighting will be established by National Grid.

Mr. DeTota explained that this is the site for the 2014 Parade of Homes. He continued that the stormwater pond is not typical; it will be more of a structured wetland adding that it will be aesthetically pleasing. Supervisor Ulatowski asked if the Town will be responsible for the upkeep of the wetland. Mr. DeTota said that it would, however it is designed to be more maintenance free. Mr. Wesnewski agreed, adding that it will have a golf course feel.

Supervisor Ulatowski asked if there were any questions; hearing none, he closed the hearing.

Councilor Edick moved the adoption of a resolution approving the creation of a

drainage district within the Town of Clay to be designated and known as "THE FARMSTEAD DRAINAGE DISTRICT, CONTRACT NO. 1." (The Farmstead Subdivision). Motion was seconded by Councilor Bray.

Project (acquire public facilities) - THE FARMSTEAD SUBDIVISION:

Councilor Young moved the adoption of a resolution that it is in the public interest

that the Town of Clay approve the construction and acquire the public facilities located within the “THE FARMSTEAD SUBDIVISION” (The Farmstead Drainage District, Contract No. 1, The Farmstead Sewer District, Contract No. 1, The Farmstead Lighting District, Contract No. 1 and The Farmstead Water Supply District, Contract No. 1) in accordance with the terms and conditions of a certain Agreement entered into between the Town of Clay and the developer MAPLE ROAD ASSOCIATES, INC. Motion was seconded by Councilor Weaver.

Ayes-6 and Noes-0. Motion carried.

Project (A) (final plans) - THE FARMSTEAD SUBDIVISION:

Councilor Young moved the adoption of a resolution approving the Final Plans for

the “THE FARMSTEAD SUBDIVISION” (The Farmstead Drainage District, Contract No. 1, The Farmstead Sewer District, Contract No. 1, The Farmstead Lighting District, Contract No. 1 and The Farmstead Water Supply District, Contract No. 1) and authorizing the Supervisor to execute the documents necessary therefore. Motion was seconded by Councilor Weaver.

Ayes-6 and Noes-0. Motion carried.

Appointment – TOWN OF CLAY FIRE DEPARTMENT, INC.:

Councilor Young moved the adoption of a resolution approving the appointment of

Michael Sugrue as a volunteer member of the TOWN OF CLAY FIRE DEPARTMENT, INC. Motion was seconded by Councilor Edick.

Ayes-6 and Noes-0. Motion carried.

Bid Advertisement - ALL WHEEL DRIVE, HALF (1/2) TON CARGO VAN FOR USE BY THE ANIMAL CONTROL DEPARTMENT:

Councilor Johnson moved the adoption of a resolution authorizing the

advertisement of bids for the purchase of ONE (1) ALL WHEEL DRIVE, HALF (1/2) TON CARGO VAN FOR USE BY THE ANIMAL CONTROL DEPARTMENT. Sealed bids will be received by the Town of Clay, at the Office of the Town Clerk, located at 4401 State Route 31, Clay, New York, until 11:00 A.M., REGULAR MEETING OF THE TOWN BOARD – September 4th, 2013 Town of Clay

5 local time, on September 20, 2013, at which time they will be publicly opened and read aloud. Motion was seconded by Councilor Edick.

Ayes-6 and Noes-0. Motion carried.

Bid Advertisement - JANITORIAL/CLEANING SERVICES OF THE TOWN OF CLAY TOWN HALL:

Councilor Weaver moved the adoption of a resolution authorizing the

advertisement of bids for the JANITORIAL/CLEANING SERVICES OF THE TOWN OF CLAY TOWN HALL. Said bids to be received at the office of the Purchasing Director, County of Onondaga, 421 Montgomery Street, Syracuse, New York 13202, until two (2) o’clock P.M., local time, on THURSDAY, OCTOBER 3, 2013. Motion was seconded by Councilor Johnson.

Ayes-6 and Noes -0. Motion carried.
