At the REGULAR MEETING of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the 17th of December, 2018 at 7:30 P.M., there were:

The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Bick made a motion to approve the minutes of the December 3rd, 2018

meeting. Motion was seconded by Councilor Hess.

Ayes – 6 and Noes – 0. Motion carried.

Cancellation and/or requested adjournments.

Supervisor Ulatowski said that he knew of no requests for adjournments or cancellations.

Correspondence:

Supervisor Ulatowski said that before he asked if anyone wished to address the Board on any items not on the agenda he would like to recognize Legislator Rowley and take the opportunity to ask about some rumored changes at the County Legislature. He continued that he had heard the County Executive was looking at the sales tax and considering a proposal that would have the County take over sewer maintenance. There was some concern regarding the current contract only having a year left and why this is being suggested now. 2 are moving too fast and not enough information is forthcoming. Supervisor Ulatowski agreed and had wondered why this is being considered a year in advance of the current contract expiring. Several other Board Members added comments that this sounds like the Town is bailing out the City. Councilor Young concurred stating that if a City resident living in a home of the same value and making about the same amount of money as he, why should he pay taxes for the City residents. Councilor Meaker reminded Legislator Rowley that though he is a County Legislator, he represents the residents of the Town of Clay. In general, the Board felt that more information and consideration was necessary prior to any decisions being made.

Street Lights (2)(A) – Morgan Road:

Councilor Bick moved the adoption of a resolution authorizing the installation of two

(2) 96w LED fixtures to be installed on 16’ mast arms on poles 105 and 106 at Morgan Road between the areas of houses 7801 and 7809 to help illuminate this portion of roadway on a sketch plan provided by National Grid. The estimated cost for these overhead lighting fixtures is $309.30. Motion was seconded by Councilor Meaker.

Ayes – 5 and Noes – 0. Motion carried. Councilor Hess abstaining due to

employment.

Street Lights (7)(A) – Harke Farms:

Councilor Bick moved the adoption of a resolution authorizing the installation of

seven (7) 100w high pressure fixtures to be installed on 14’ fiberglass embedded poles using 100w fixtures in the Harke Farms tract to help illuminate this portion of the area on a sketch plan provided by National Grid. The estimated cost for the underground lighting fixtures is $2,448.18. Motion was seconded by Councilor Pleskach. Councilor Bick asked why the fixtures in the Harke Farm Tract are 100w and the fixtures on Morgan Road are LED. Dave Hess explained that there are different poles and while the LED are preferred the poles will not work for them.

Ayes – 5 and Noes – 0. Motion carried. Councilor Hess abstaining due to

employment.

Budget Transfer of Appropriations for 2018:

Councilor Bick moved the adoption of a resolution authorizing transfer of

appropriations and amending the 2018 Town of Clay Budget in various funds to provide monies for 2018 expenditures. Motion was seconded by Councilor Hess.

Mike LaPoint asked if there will be a written addendum to the 2018 budget once the budget transfer takes place. Supervisor Ulatowski assured him that the Comptroller will have everything in order.

The meeting was adjourned at 7:43 P.M. upon motion by Councilor Young and seconded by Councilor Bick. Supervisor Ulatowski wished everyone a Merry Christmas.
