The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the November 7th, 2018

meeting. Motion was seconded by Councilor Pleskach.

Ayes – 7 and Noes – 0. Motion carried.

Cancellation and/or requested adjournments.

Supervisor Ulatowski said that item number 7 on the agenda would not be heard. Correspondence:

Supervisor Ulatowski asked if anyone wished to address the Board on any items not on the agenda.

REGULAR MEETING

Stop Sign(s) (2) Capricorn Drive and Libra Lane (PH/Adj.):

A public hearing to consider the amendment of CHAPTER 211, TRAFFIC AND VEHICLES ORDINANCE of the Code of the Town of Clay, SECTION 211-12 "STOP INTERSECTIONS," SCHEDULE IX (§211-42), to designate and provide for TWO (2) ADDITIONAL STOP SIGNS to be installed at the intersection of Capricorn Drive and Libra Lane to make a three-way stop; and the installation of the necessary signs therefore, was opened by the Supervisor (adjourned from the 11/7/2018 meeting). Supervisor Ulatowski asked if anyone was present to speak on behalf of the request. No one was present. He reiterated that at the last meeting there were conflicting reports from the Highway Superintendent and the Town Constable regarding the necessity of a sign here. Supervisor Ulatowski continued that at the last meeting several of the Town Board members said that they would like to familiarize themselves with the intersection prior to making a decision. He explained that he had visited the area and agreed that a stop sign would be beneficial. He continued that Capricorn is a long straightaway with no stops on any cross roads. Councilors Hess, Pleskach and Meaker also agreed that a stop sign would be a good idea. Being that that there were no additional questions or comments he closed the public hearing.

Project/ Sewer (PH) - GABOR SEWER DISTRICT:

A public hearing to consider a Petition for the creation of a sewer district within the Town of Clay to be known as "GABOR SEWER DISTRICT" and for the construction and acquisition of a sewer system there in to be designated and known as "GABOR SEWER DISTRICT, CO TRACT NO.

1." was opened by the Supervisor (adjourned from the 11/7/2018 meeting).

Supervisor Ulatowski asked for a motion to adjourn the public hearing at the request of the applicant. Ron DeTota, Town Engineer, explained that the applicant had not provided the required funds. Robert Germain, Legal Counsel, recommended that this item be removed; once the applicant provides the funds, the Town of Clay will re-advertise the time and date of the public hearing. Supervisor Ulatowski agreed.

3 Agreement – (A)CENTRAL NEW YORK SOCIETY FOR THE PREVENTION of CRUELTY TO ANIMALS 2019:

Councilor Meaker moved the adoption of a resolution authorizing the

Supervisor to enter into an Agreement with CENTRAL NEW YORK SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS for the year 2019 in the amount of $10,477.08, for all services for the treatment of animals on behalf of the TOWN OF CLAY, and execute the necessary document therefore. Motion was seconded by Councilor Hess.

Ayes – 7 and Noes – 0 . Motion carried.

The meeting was adjourned at 7:38 P.M. upon motion by Councilor Young and seconded by Councilor Bick.
