The meeting was called to order by Deputy Supervisor Bick at 7:30 P.M. All
present joined in the Pledge of Allegiance.
Approval of Minutes:
Councilor Hess made a motion to approve the minutes of the September 18, 2017
meeting. Motion was seconded by Councilor Bray.
Ayes – 6 and Noes – 0. Motion carried.
Deputy Councilor Bick said that he would read the Proclamation to Earl Butterfield at this time:
AT A REGULAR MEETING of the Town Board of the Town of Clay, held on the 2nd day of October, 2017, the following resolution was duly adopted: REGULAR MEETING OF THE TOWN BOARD – October 2nd, 2017 Town of Clay

WHEREAS, the Town of Clay wishes to recognize and honor Earl Butterfield of
Kristin Road, North Syracuse on his milestone 102nd birthday and for his dedicated service to the Town of Clay and North Syracuse; and
WHEREAS, he was a graduate of North Syracuse High School pursuing a career
in the building trades, he became a realtor selling area homes as early as 1951. He is a past president of the North Syracuse Rotary Club and Home Builders Association of Central New York.
WHEREAS, he was a Republican committeeman for 12 years and served 4 years
as an elected Assessor for the Town of Clay. After serving as Assessor, he was a member of the Clay Zoning Board of Appeals and was elected the Town of Clay Supervisor in 1970, as a “For The People” candidate, and;
WHEREAS, he is a 78 year member of Centerville Lodge Free & Accepted
Masons, Greater Syracuse Board of Realtors, the North Syracuse Business and Professional Association, National Real Estate Flyers Association, a Deacon of North Syracuse Baptist Church and also received the Today’s Patriot Award by the Bishop Curley Assembly, Knights of Columbus; and
WHEREAS, he is a retired second Lieutenant Colonel in the Air Force Reserve,
serving in WWII in the United States Air Force from 1941-1946 as a pilot flying a B- 24 liberator bomber in the Pacific and earned the Distinguished Flying Cross in 1944; and
NOW, THEREFORE, BE IT RESOLVED that the Clay Town Board on behalf
of themselves and the residents, wish to acknowledge Earl Butterfield’s birthday on October 6, 2017 and his many years of dedicated community service and offer their best wishes for the future.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the Town of Clay to be affixed at Town Hall this 2nd day of October, in the year of our Lord, TWO THOUSAND SEVENTEEN.

3 Correspondence:
Henry Rogers of Meadow Wood Drive explained that his development is having major stormwater issues. He distributed a packet to each Town Board member and the Town Engineer as well as a flash drive with a power point on this. Mr. Rogers expressed his concerns with construction on lot 2 adding to the current drainage issues. He also asked about the trimming of tree branches on Bear Road at the entrance of the development adding that there is a curve there and the branches add to the lack of visibility. Deputy Supervisor Bick said that they would research this; Councilor Hess said that he would look into the trimming of the branches.
Mike LaPoint of Perrugia Lane said that he had mentioned at a previous meeting the need for paving at the park on Wetzel Road. He said that Meltzer Park has been paved however that park does not have the heavy traffic that the (NASA) park on Wetzel receives. He said that it is difficult for the elderly and anyone steering a stroller. He then asked about the savings associated with the dissolution of the Town of Clay Police department and how it was reinvested into the community. Councilor Rowley explained that the money is used to keep the taxes low.
The Town Clerk presented the 2018 TOWN OF CLAY TENTATIVE BUDGET to the Town Board Members pursuant to Town Law.
Appointment – (A) WATER SUPERINTENDENT:
Councilor Hess moved the adoption of a resolution appointing Frank Mazzye to the
position of Water Superintendent effective October 1, 2017 at a rate of $69,500.00. Motion was seconded by Councilor Bray.
Ayes – 6 and Noes – 0. Motion carried.
Release of Securities (100%) - GROUP ONE DEVELOPMENT, LLC for NORTHFORK SUBDIVISION SECTION NO. 3:
Councilor Young moved the adoption of a resolution, pursuant to the written
recommendation of the Superintendent of Highway, authorizing the release of 100% of the original amount posted for Highway Construction Guarantee by GROUP ONE DEVELOPMENT, LLC for NORTHFORK SUBDIVISION SECTION NO. 3 (Appaloosa Trail 2,268, lf). The roads have been completed in accordance with Town Highway Specifications and are officially accepted into the Town of Clay Highway inventory. Motion was seconded by Councilor Hess.

LIMIT ESTABLISHED IN GENERAL MUNICIPAL LAW SECTION 3-C:
Councilor Rowley moved the adoption of a resolution calling a public hearing
October 16, 2017, commencing at 7:35 p.m., local time to consider adding a proposed Local Law to be entitled “LOCAL LAW NO. 4 OF THE YEAR 2017 TO
MUNICIPAL LAW SECTION 3-C” to the code of the Town of Clay. Motion was seconded by Councilor Hess.
Deputy Supervisor Bick explained that this is standard precautionary measure. He continued that this is the Towns practice and is rescinded if the Town of Clay approves a budget below the Governors 2% tax cap which has been the case since the cap was enacted.

The meeting was adjourned at 7:48 P.M. upon motion by Councilor Bray and seconded by Deputy Supervisor Bick.
