At the Regular Meeting of the Town Board, Town of Clay, Onondaga County, held at the Town Hall, Clay, New York on the 20th of November, 2017 at 7:30 P.M., there were:

PRESENT:

The meeting was called to order by Supervisor Ulatowski at 7:30 P.M. All

present joined in the Pledge of Allegiance.

Approval of Minutes:

Councilor Hess made a motion to approve the minutes of the November

8th, 2017 meeting. Motion was seconded by Councilor Rowley.

Ayes —6 and Noes —0. Motion carried.

Cancellation and/or requested adjournments.

Supervisor Ulatowski said that he knew of no cancellations or requests for adjournments.

REGULAR MEETING OF THE TOWN BOARD — November 20", 2017 Town of Clay

REGULAR MEETING

Agreement (A) NY Power Authority (Tree Trimming):

Councilor Hess moved the adoption of a resolution approving an

agreement between the Town of Clay and NY Power Authority for the trimming of trees classified as dangerous by the Authority to minimize danger and interference with power facilities on Town property located at 4483 State Route 31, Tax Map No. 029.-01-06.1. This resolution also authorizes the Supervisor to execute the agreement, permit and release. Motion was seconded by Councilor Bick.

Appointment - (A) CLAY VOLUNTEER FIRE DEPARTMENT, INC.

Councilor Young moved the adoption of a resolution approving the

appointment of Nicholas Orcutt as a volunteer member of the CLAY VOLUNTEER FIRE DEPARTMENT, INC. Motion was seconded by

Councilor Rowley.

Ayes — 6 and Noes — 0. Motion carried.

Project/Sewer (CPH) GASKIN ROAD SEWER DISTRICT:

Councilor Rowley moved the adoption of a resolution calling a public

hearing December 18, 2017, commencing at 7:35 P.M., local time, to consider a Petition for the creation of a sewer district within the Town of Clay to be known as “GASKIN ROAD SEWER DISTRICT” and for the construction and acquisition of a sewer system therein to be designated and known as “GASKIN ROAD SEWER DISTRICT, EXTENSION NO. 1, CONTRACT NO. 21 - LATERAL.” (River Grove Subdivision). Motion was seconded by Councilor Hess.

Project/Drainage (CPH) VICKSBURG DRAINAGE DISTRICT:

Councilor Young moved the adoption of a resolution calling a public

hearing December 18, 2017, commencing at 7:38 P.M., local time, to consider a Petition for the creation of a drainage district within the Town of Clay to be known as “VICKSBURG DRAINAGE DISTRICT” and for

REGULAR MEETING OF THE TOWN BOARD — November 20", 2017 Town of Clay the construction and acquisition of a drainage system therein to be designated and known as “VICKSBURG DRAINAGE DISTRICT, CONTRACT NO. 3 - LATERAL.” (River Grove Subdivision). Motion was seconded by Councilor Bick.

Project/Water (CPH) RIVER GROVE WATER SUPPLY DISTRICT:

Councilor Bick moved the adoption of a resolution calling a public hearing

December 18, 2017, commencing at 7:41 P.M., local time, to consider a Petition for the creation of a water supply district within the Town of Clay to be known as “RIVER GROVE WATER SUPPLY DISTRICT” and for the construction and acquisition of a water supply system therein to be designated and known as “RIVER GROVE WATER SUPPLY DISTRICT.” (River Grove Subdivision). Motion was seconded by Councilor Hess.

Project/Lighting (CPH) RIVER GROVE LIGHTING DISTRICT:

Councilor Hess moved the adoption of a resolution calling a public

hearing December 18, 2017, commencing at 7:44 P.M., local time, to consider a Petition for the creation of a lighting district within the Town of Clay to be designated and known “RIVER GROVE LIGHTING DISTRICT.” (River Grove Subdivision). Motion was seconded by Councilor Rowley.

Ayes — 6 and Noes — 0. Motion carried.
